Borisov disseminated the excerpt from the contract, which had been offered for signing
to all mission members, in which “disclosure of information, obtained by observers during the elections monitoring” is banned. According to Borisov, “OSCE was getting ready in advance for the search of violations in the electoral process in Azerbaijan”. “Thus, the attempts to shatter the political situation in Azerbaijan took place. We were told in advance, how bad everything in Azerbaijan is”, the observer said.
