The Executive Power of Baku City and the communal service, failed once again to pass the snow test. The expected and previously forecasted cold spell followed by snow has brought the city service and passenger transport service of Baku into disruption.
On the evening of 27 December, snow and ice brought the traffic in the streets of Baku city to a standstill. The roads in Baku had not been laid with grit which in turn caused automobile accidents. However, due to the slow movement of traffic, no deaths were reported.
On the evening of 28 January, many roads in the center of Baku, including the road in front of Baku City Executive Power, were covered by ice. Specialized gritting lorries began to work in a non-operative manner. City transport suffered as well with over-crowding in the metro and lack of service counters.
