Talks on Application of Unified Code for New Enterprises in Azerbaijan to Continue in 2008

Azerbaijan, Baku / corr Trend I.Khalilova / The State Statistics Committee and the Azerbaijani Taxes Ministry, continue talks on defining a unified code within the framework of application of a 'single window' (unified registration body) since 1 January 2008 for entrepreneurs who set up new business, Arif Veliyev, the chairman of the State Committee, said on 29 October.

"Since 1 January the unified code will not be applied more probably, because it is necessary to apply the one which will enable to define which sphere the enterprise belongs," Veliyev stressed.

In this respect, talks are conducted for maintenance of statistic or tax code as the unified.

"Nevertheless, tax bodies will inform the State Committee after the registration of new enterprises about their coordinates. For the time being, the current is still on force and the opening of a face account without statistic certificate is impossible,' the State Committee said.

Generally, he regards the decision on election of the Taxes Ministry as an only body for business registration as more efficient, because currently 255,000 physical persons are undergoing registration at tax bodies.

To apply a principle of 'single window', an action plan for 8 months has been developed. A general virtual base uniting all data on the application of unified code system will be established in one of the state bodies to commence the registration of enterprises. It will be tested within the framework of a pilot project to be realized over a month.

Though the enterprises possess different codes for different types of activities (codes for tax objectives, statistics, social payments), the application of the new system envisages the application of a unified code.

As a result of application of 'single window' principle it is planned to reduce duration for registration of new enterprises from current 53 days to 5-6 days maximum, as well as the number of procedures from 15 to 5, Taxes Minister Fazil Mammadov said on 28 October.

In accordance with the WB's last report, Azerbaijan occupies 96th place among 178 countries for the level of simplicity of terms for business doing.
