Azerbaijani President Ilham Aliyev inaugurated a new administrative building of the Central Election Commission July 12.  he President congratulated the Commission`s members and employees on the occasion. The Head of State cut the ribbon symbolizing the official opening of the building, and then viewed it. The 9-storied facility is 39 meters in height, and occupies a total area of 9,600 square meters. The building features a library, archive, conference halls, a special room for video surveillance of polling stations, and the "Sechkiler" Information Center

Today Azerbaijani President Ilham Aliyev received Norwegian ambassador Jon Ramberg, completing his diplomatic mission in the country, July 12.The current situation in bilateral relations between Azerbaijan and Norway, prospects of cooperation between the countries were discussed at the meeting.

Azerbaijani President Ilham Aliyev received Hungarian Ambassador Jeno Borosh, completing his diplomatic mission in the country July 12.The President appreciated Ambassador's efforts in developing bilateral ties for a period of diplomatic activity in Azerbaijan. Expressing satisfaction with the development of relations between Azerbaijan and Hungary, President Aliyev expressed confidence in their further expansion. Ambassador said that he witnessed the development of Azerbaijan for the period of his diplomatic activity in the country and congratulated the president with the achievements. Borosh said that he could see similarities between the two peoples during his work in Azerbaijan. Recalling his visit to Hungary, the president noted a good level of relations and expressed confidence that close ties will continue to develop.

First Lady of Azerbaijan, President of the Heydar Aliyev Foundation, UNESCO and ISESCO goodwill ambassador, MP Mehriban Aliyeva met with French ambassador Gabriel Keller, July 12. Mehriban Aliyeva thanked for being awarded National Order of the Legion of Honour in accordance with French President`s executive order. President of the Heydar Aliyev Foundation pointed out Azerbaijan-France relations are strong.According to her, the Foundation contributes to strengthening bilateral relations, in particular, cultural cooperation. She expressed hope that large-scale joint projects would be implemented in the future and it would help strengthen ties between the two countries.Keller pointed out both countries enjoy excellent bilateral cooperation. The meeting also discussed establishment of the French school together with the Heydar Aliyev Foundation. The project is believed to contribute to bilateral ties between the two nations.

First lady of Azerbaijan, President of Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador, MP Mehriban Aliyeva met the Polish ambassador to Azerbaijan Krzysztof Krajewski, July 12. Mehriban Aliyeva congratulated the Ambassador for conferring with Dostlug (Friendship) Order on the decree of Azerbaijan President Ilham Aliyev for her contribution to strengthening of mutual relations between Poland and Azerbaijan, to bring closer the two nations. Mehriban Aliyeva expressed hope Krzysztof Krajewski will further remain the friend of Azerbaijan after he ends his diplomatic mission in the country. The Polish ambassador thanked Mehriban Aliyeva for warm words, noting he had many friends in Azerbaijan and will further make efforts to boost bilateral relations between the two countries.

President of the Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador, MP Mehriban Aliyeva met Greek ambassador to Azerbaijan Ioannis Metaksas, July 12.
Mrs. Mehriban Aliyeva praised the relationship between Azerbaijan and Greece. She briefed the ambassador on the workings of the Foundation. Mrs. Mehriban Aliyeva expressed hope that bilateral cooperation would deepen in the future even more. She added the Heydar Aliyev Foundation was always open to international relations and joint projects. For his part, Ambassador Metaksas underlined the importance of the projects carried out by the Heydar Aliyev Foundation. The diplomat recalled visit of President Ilham Aliyev and first lady Mehriban Aliyeva to Athens last year. They also discussed how to use alternative energy sources in boarding-schools built at the initiative of the Heydar Aliyev Foundation. The Greek embassy will carry out this project in two boarding-schools in Badamdar and Turkan settlements as a pilot project. The Ambassador said he donated to the Foundation an ultrasound examination machine for diagnosis of iodine deficiency.

The Heydar Aliyev Foundation and Lithuanian embassy in Azerbaijan have signed a Memorandum of Understanding on humanitarian cooperation, July 12. The document was signed by Azerbaijan's first lady, president of the Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador, MP Mehriban Aliyeva and Lithuanian ambassador Kestutis Kudzmanas. Following the signing ceremony, Mrs. Mehriban Aliyeva had a conversation with the Lithuanian ambassador, during which she underlined the importance of the document featuring cooperation in cultural, education, healthcare and legal spheres. Mrs. Mehriban Aliyeva expressed hope the document would contribute to carrying out joint projects in the future. She also noted the Heydar Aliyev Foundation was ready for cooperation in this direction. Ambassador Kudzmanas, in turn, praised the projects carried out by the Heydar Aliyev Foundation. The diplomat pointed out the document signed today would open new opportunities for the Azerbaijani youth. So, he added, in accordance with the document, 20 Azerbaijani youngsters would get opportunity to get tuition free education in Lithuania-based leading universities.

President of the Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador, MP Mehriban Aliyeva met Jacques Legrand, rector of the Paris-based National Institute of Languages and Oriental Civilizations (INALCO), July 13. Mrs. Mehriban Aliyeva expressed confidence that Legrand`s visit to Azerbaijan would contribute to boosting relations between the Foundation and INALCO and expanding the scope of activity. Mrs. Mehriban Aliyeva said the opening of the faculty of Azerbaijani language in INALCO was a new page in development of Azerbaijan-France relationship. She added teaching Azerbaijani language provides opportunity for the French youth to learn more about the Azerbaijani people and the country`s culture and history. The Heydar Aliyev Foundation`s president also underlined the necessity of improving the quality of education in the faculty. Jacques Legrand, in turn, said the interest for teaching Azerbaijani language in INALCO increases year after year. He also vowed to increase relevant efforts. The sides also discussed how to set up a working group together with the Heydar Aliyev Foundation to prepare publications in Azerbaijani language in France.

Azerbaijan`s First Lady, President of the Heydar Aliyev Foundation, UNESCO and ISESCO Goodwill Ambassador Mehriban Aliyeva met President of Thalassaemia Federation of Turkey and Mediterranean Foundation on Hematology Duran Canatan July 13. Mehriban Aliyeva praised contributions of Canatan, an expert at the Heydar Aliyev Foundation, to fighting thalassaemia. She spoke about a program launched by the Foundation to prevent thalassaemia in Azerbaijan, noting the efforts of the Baku Thalassaemia Center in this regard. The President of the Heydar Aliyev Foundation stressed the importance of learning Canatan`s experience in fighting the disease. Canatan praised efforts of the Heydar Aliyev Foundation towards fighting thalassaemia.

President of Azerbaijan Ilham Aliyev has made opening remarks at a Cabinet meeting he chaired to discuss the outcomes of the socio-economic development in the first half of 2010.
The President said Azerbaijan`s economy had developed successfully throughout six months of the current year. "Our national economy saw considerable development in 2009 despite the year was marked by a global financial crisis and economic regression in many world countries. These positive tendencies have been continuing this year, and there has been progress in all spheres of our economy." "In the first half of 2010 our economy grew 3.7 percent. And it is a very good figure. In general, Azerbaijan`s economy is being developed in a diversified manner, and, as you know, developing the non-oil sector is our priority."
On the oil and gas sector, the Azerbaijani President said: "What we`ve achieved here is enough for us, and we need to preserve the production rate". "Some 25 million tons of oil and 13 billion cubic meters of gas have been produced in the country in the first half of this year. "If we divide our industrial potential, we`ll see that the increase in the oil sector has been 2.4 percent while in the non-oil sector 15.3 percent." "We`ll continue placing a particular emphasis on developing the non-oil sector, and the fact the increase here exceeded 15 percent proves that Azerbaijan`s economy is a diversified economy. Our goal is developing all spheres of life in Azerbaijan through the effective use of oil revenues, and we`ve get it done." The President said: "Figures in other spheres of economy also show a positive picture. Inflation was 4.9 percent, and this is a normal figure. The population`s incomes increased 9 percent. And this shows that despite the years 2009-2010 were marked by the global crisis, the Azerbaijani citizens have had their incomes rise."
President Ilham Aliyev highlighted the country`s achievements in financial and investment sector.

"We`ve created large financial resources. Thanks to our successful oil policy Azerbaijan is today expanding its financial potential. Our currency reserves have increased from 20 to 24.7 billion dollars since the start of the year. And this allows us to fulfill any economic task, realize any infrastructure project by ourselves.""...Azerbaijan will further increase its currency reserves, which will ensure our successful economic and independent policy."
"Azerbaijan has also been a success in continuing its policy of attracting investments. Azerbaijan has seen a continues flow of investment, while all international financial organizations, the world`s leading organizations, and countries have considerably cut their spending. In general, our economy saw 3.8 billion dollars invested in it, and a part of this comes from abroad.""In previous years we were much more dependant on foreign investment. And a favorable investment climate created in the country has helped us attract investments. Azerbaijan has always been the regional leader in terms of per capita foreign investment. But today our financial resources, our national incomes, ensured on the basis of foreign investment, our currency reserves and our strengthened economy allow us to increase the investment volume year by year. Some 3 billion out of 3.8 billion dollars is domestic investment made on the basis of state programs and with the help of Azerbaijani companies."
"Companies representing the private sector are being strengthened. The government has been giving necessary support to them. Public companies are switching to a modern system. We are applying standard accounting, auditing and management systems in public companies in Azerbaijan. We support these processes, and our strategic aim is that all firms under the state control operate on the level of international companies. Their being state-owned doesn`t mean they must be controlled by the government..."
On Azerbaijan`s social policy, President Ilham Aliyev said "we attach a special significance to solving social problems"."All social programs are realized in time, there is no delay in their implementation, we are working to a schedule. Average wages make nearly 400 dollars in Azerbaijan, it is increasing year by year. The first half of 2010 has also seen a growth in average wages. Average pensions make around 130 dollars, and there is an increase here as well. However, we must further increase the pensions and we`ll talk about it today. We`ve done concrete job in every sphere of life - hospitals, schools, sports facilities, culture centers. Beautiful and state-of-the-art social facilities which opened in Baku and regions in the first half of the year are a vivid evidence of it."
The President praised a State program on development of the country`s regions.
"We can see development in every region. We are investing and realizing socio-economic programs in all regions." "Some 36,000 jobs have been created in Azerbaijan in the first six months. In general, nearly 900,000 jobs have been created in the country in the last six years, with 600,000 of them being permanent."
"Azerbaijan has made considerable achievements in decreasing unemployment."
The Azerbaijani President highlighted the country`s military achievements.
"We took very important steps in the military industry sphere in 2009. We`ve been strengthening our military potential. Recently we`ve made certain changes to our budget, which now makes 15 billion. We allocated additional 500 million for military spending. And this is part of our single-minded policy. In our case, we must focus, first and foremost, on strengthening the country`s military potential, and we are doing it. Azerbaijan`s military spending is today 2 billion 150 million dollars, which is more than the total budget of Armenia. And we`ve achieved the goal that we set for ourselves a few years ago. This allows us to modernize our army and purchase state-of-the-art weapons and military equipment."
"Our military power can play a decisive role in the settlement of the Armenia-Azerbaijan Nagorno-Karabakh conflict. However, we don`t want that this to happen. We want the issue to be solved through negotiations, trough diplomatic means. But military power will strengthen our position." "I have expressed my views on the settlement of the conflict during my recent meeting with the Azerbaijani community of the Nagorno-Karabakh."
"The Nagorno-Karabakh conflict will be solved on the basis of the will of the Azerbaijani people."
"I want to reiterate that Azerbaijan`s territorial integrity has never been and will never be a topic of discussions. And what the mediators propose is that Azerbaijan`s territorial integrity must be restored, the Armenian aggressors must withdraw from all the occupied territories, and Azerbaijanis - internally displaces persons - must return - and they will return - to their native lands, including the Nagorno-Karabakh."
"And as far as the Nagorno-Karabakh`s future status is concerned, no status can be given to the Nagorno-Karabakh without the consent of the Azerbaijani state. It is an integral part of the talks. It means that neither Armenia nor the separatists of the so-called Nagorno-Karabakh nor any third force can give a status to the Nagorno-Karabakh without Azerbaijan`s participation and consent. And this is the essence of the negotiations. And this is why the Armenians` saying that the day will come when the Nagorno-Karabakh will be independent is nothing but their illusion, nothing but their wish, nothing but their dream. The documents on the table clearly show everything related to the status of the Nagorno-Karabakh and to how it should be defined." "The Azerbaijani state and the people of Azerbaijan will never grant a status to the Nagorno-Karabakh that can separate it from Azerbaijan. And the negotiations contain no mechanism related to the Nagorno-Karabakh`s separation from Azerbaijan, and they can never contain such a mechanism."
"We must be ready to liberate our occupied lands at any time. And, I`m completely confident, that Azerbaijan is today capable of doing it. We`ve considerably increased our military power." "In Armenia, some believe that they have won the first stage of the war. But I think they have lost. Azerbaijan has gone through a big and successful path during the ceasefire period. Azerbaijan is today held in great respect on the international level, and we are playing a decisive role in the region." "Azerbaijan must make it to the rank of the developed countries in terms of the economic progress, and this is our goal. We are a modern country. This is why the first stage of the war decides nothing. It only proves that the people of Azerbaijan and the Azerbaijani state will never accept this situation and restore, by any means, their territorial integrity." 

Azerbaijani President Ilham Aliyev today received the outgoing ambassadors of Latvia and Sweden to the country Mikhails Popkovs and Hans Gunnar on the ending of their diplomatic missions July 14. The bilateral relations between Azerbaijan and Latvia have notably developed during the ambassador's mission, the President underlined. The President noted importance of the reciprocal visits of the top officials of both countries. The Ambassador said he came to Azerbaijan in late 2005 just after the first official visit of Latvian president to the country. And since, Azerbaijan has quickly developed and changed, the Ambassador emphasized. He especially noted the high growth rate in Azerbaijan under the leadership of incumbent president and high economic accomplishments. The President spoke about current bilateral relations between Azerbaijan and Sweden, exchanged views on future development of cooperation.

Azerbaijani President Ilham Aliyev received a delegation led by Portuguese Foreign Minister, Luis Amado July 15.The President expressed confidence that during the visit of Portuguese Foreign Minister, bilateral relations will be effectively discussed. He noted the importance of the visit in terms of further development of relations between Azerbaijan and Portugal. President Ilham Aliyev also expressed his hope that the visit of Luis Amado will contribute to the expansion of cooperation between Azerbaijan and the European Union. Luis Amado conveyed the President greetings of the Portuguese counterpart and Prime Minister. He also said that Portugal could become a good partner for Azerbaijan in the bilateral relations and cooperation with the European Union. President thanked the Portuguese counterpart and Prime Minister for the greetings and asked him to convey his greetings to the Portuguese counterpart and Prime Minister.

Mauritanian President Mohamed Ould Abdel Aziz paid an official visit to Azerbaijan July 15. A guard of honor was lined up in honor of the guest at the international airport named after Heydar Aliyev, decorated with state flags of both countries. Azerbaijani First Deputy Prime Minister Yaqub Eyyubov and other officials met Mohamed Ould Abdel Aziz at the airport. Children in national costumes presented the President of Mauritania and his wife flowers.

The two presidents inspected a ceremonial Guard of Honor as a military orchestra played the national anthems of Azerbaijan and Mauritania. Azerbaijan's state and government officials were introduced to President Mohamed Ould Abdel Aziz, while members of the Mauritanian delegation to President Ilham Aliyev. The presidents then posed for photographs.

Azerbaijan`s Foreign Minister Elmar Mammadyarov and Mauritanian Minister for Foreign Affairs and Cooperation Mrs. Naha Mint Hamdi Ould Mouknass signed "Agreement on cooperation between the Ministry of Culture and Tourism of Azerbaijan Republic and the Ministry of Trade, Industry and Tourism of Mauritania". Azerbaijani Agriculture Minister Ismet Abbasov and Mauritanian Minister of Rural Development Brahim Ould Mbareck Ould Mohamed Elmoktar signed "Agreement on veterinary cooperation between the Government of the Republic of Azerbaijan and the Islamic Republic of Mauritania", "Agreement on cooperation between the Government of the Republic of Azerbaijan and the Islamic Republic of Mauritania in the field of quarantine and preservation of plants", and "Agreement on cooperation between the Ministry of Agriculture of Azerbaijan Republic and the Ministry of Rural Development of the Islamic Republic of Mauritania". Azerbaijan`s Minister of Industry and Energy Natig Aliyev and Mauritanian Minister of Economic Affairs and Development Sidi Ould Tah signed "Agreement on cooperation between the Government of the Republic of Azerbaijan and the Islamic Republic of Mauritania in the fields of trade and economy". Azerbaijan`s Minister of Industry and Energy Natig Aliyev and Mauritanian Minister for Foreign Affairs and Cooperation Mrs. Naha Mint Hamdi Ould Mouknass signed "Agreement on cooperation between the Government of the Republic of Azerbaijan and the Government of the Islamic Republic of Mauritania in the field of energy".

Azerbaijan's President Ilham Aliyev and first lady Mehriban Aliyeva have today hosted an official dinner in honor of Mauritanian President Mohamed Ould Abdel Aziz and his spouse Tekber Mint Melainine Ould Ahmed July 15.

Mauritanian President Mohamed Ould Abdel Aziz visited the Alley of Honors to lay flowers at the tomb of Azerbaijan`s national leader Heydar Aliyev July 16.Abdel Aziz, also put flowers at the grave of prominent ophthalmologist, academician Zarifa Aliyeva. 

Mauritanian President Mohamed Ould Abdel Aziz ended his official visit to Azerbaijan July 17. A guard of honor was lined up in honor of the Mauritanian President at the Heydar Aliyev international airport decorated with the national flags of both countries. Abdel Aziz was seen off by Azerbaijani First Deputy Prime Minister Yagub Eyyubov and other officials.

President of Azerbaijan Ilham Aliyev got acquainted with the territorial development plan of Baku at State Town-planning and Architecture Committee July 16. State Town-planning and Architecture Committee Chief Abbas Alaskarov informed the President about the implementation of the General Plan of Baku city (1986-2005). The Head of State inquired about construction works to be carried out in streets, avenues and other sites of Baku. President Ilham Aliyev gave concrete instructions on carrying out construction works in accordance with modern standards and preparation of proposals on new buildings. The President said there was great potential for development of tourism in coastal areas in Baku. The Head of State added it would be better to build resort zones in coastal areas.
Then, the head of state was informed about the works to be done on the base of the three-dimensional plan of Baku center. The President also took interest in detailed reconstruction plan for the center of capital with proposed traffic novelties, as well as the basic principles of the concept of city development by 2030. President Ilham Aliyev was also informed about the territorial development plan of Sumqayit and Khirdalan towns. The President gave relevant instructions and recommendations. 

President of Azerbaijan Ilham Aliyev ay left for Georgia for a working visit July 18. At the Heydar Aliyev International Airport, the President was seen off by Prime Minister Artur Rasizade, Chief of the Presidential Administration Ramiz Mehdiyev and Baku Mayor Hajibala Abutalybov. Aircraft with Azerbaijani President Ilham Aliyev and first lady Mehriban Aliyeva onboard at 11.00 (Tbilisi time) landed in the Batumi International Airport. At the airport, the distinguished guests were met by Georgian President Mikheil Saakashvili and his spouse Sandra Roelofs. A guard of honor was lined up for the Azerbaijani President at the Batumi Airport decorated with the national flags of Azerbaijan and Georgia.

The importance of high-level reciprocal visits was stressed at the meeting. The Presidents expressed assurance that Azerbaijan-Georgia relations would continue to develop. Both leaders shared their views on bilateral and international issues.

Georgia and Azerbaijan stand shoulder to shoulder in their development and nothing can stop this process, Azerbaijani President Ilham Aliyev said at a joint press conference with the Georgian President Mikheil Saakashvili in Batumi July 18. The Azerbaijani President said that two peoples are bound by "the historical memory of friendship." "I was in Batumi two years ago and now I'm surprised to see what Georgia was able to achieve during this time. I like the changes that your country has made," he said. Ilham Aliyev said that Azerbaijan has always helped Georgia and stood beside this country in trouble. "Your success is our success, and I can say that today Georgia is interesting for investors, billions have already invested in Georgia", Aliyev said. Azerbaijani President expressed his satisfaction regarding the fact that the Azerbaijani investors believe Georgia's investment opportunities and actively invest in the development of Georgia. In this regard, he stressed the construction of an oil terminal in Kulevi and SOCAR's filling stations. "We are bound by brotherhood and friendship ties, we have a common historical memory. Everything must be done to intensify partnership in the future. And oil and gas pipelines projects will not only serve to our people but also to global security, so our peoples will contribute within their powers," President Ilham Aliyev said.

Azerbaijani President Ilham Aliyev signed an order awarding Azer Rzayev the "Honorary Diploma of the President of the Azerbaijan Republic" for his merits in the development of Azerbaijani culture July 13.

Azerbaijani President Ilham Aliyev signed an order approving the structure of the Foreign Ministry July 14.The order says the structure of the Foreign Ministry was approved to execute the order dated November 11, 2008 on amendments and additions to the order dated May 14, 2007 on approval of the quantitative limit of employees and structure of the State Migration Service of Azerbaijan and to some presidential orders related with the approval of the structure of the central executive power."The presidential decree approved the structure: 1. The Apparatus of the Azerbaijani Foreign Ministry (departments and divisions) 2. The Office in the Nakhchivan Autonomous Republic 3. The Foreign Ministry's Diplomatic Missions and Consulates.

Azerbaijan President Ilham Aliyev signed an order approving the Memorandum of Understanding signed between the Ministry of Industry and Energy of Azerbaijan and the Ministry of Economy, Energy and Tourism of Bulgaria in Sofia on November 13, 2009. According to another decree, President Ilham Aliyev approved the agreement on the exchange of statistical data on foreign trade, which was signed between the State Statistics Committee of Azerbaijan and Statistical Office of European Union in Luxembourg on November 22, 1999.

Azerbaijan President Ilham Aliyev signed an order on appointment of Eynulla Yadulla oglu Madatli as Ambassador Extraordinary and Plenipotentiary of Azerbaijan in Ukraine July 15. According to another presidential order, Eynulla Yadulla oglu Madatli has been dismissed as Ambassador Extraordinary and Plenipotentiary of Azerbaijan in the Islamic Republic of Pakistan and the Islamic Republic of Afghanistan. According to another order of the President of Azerbaijan, Talat Museyib oglu Aliyev was recalled as Ambassador Extraordinary and Plenipotentiary of Azerbaijan in Ukraine and Permanent Representative to the Organization for Democracy and Economic Development - GUAM.

Azerbaijan President Ilham Aliyev signed a decree on the application of the law of 18 June 2010 "On Amendments to the Electoral Code of Azerbaijan Republic".

President of Azerbaijan Ilham Aliyev signed a decree July 16 on awarding Fikret Gojayev the "Honorary Diploma of the President of the Azerbaijan Republic" for his merits in the development of Azerbaijani literature.

The President of the Republic of Azerbaijan Ilham Aliyev sent a message of congratulations to the head of state of Montenegro Filip Vujanovic on the national holiday of his country July 12. President of Azerbaijan extended his best wishes to Filip Vujanovic and his people on the Day of Statehood of Montenegro, and expressed hope for further friendly and cooperation relations in the years to come. President Aliyev wished to his counterpart robust health, success in activity and his people - tranquility and welfare.

Asgarov informed the Mauritanian President that Azerbaijan wants to act as a hosting country at the meeting of the Organization of Islamic Conference member-countries by 2014.He asked the guest to support the candidacy of our country. It was reported that Azerbaijan intends to present its candidature for a non-permanent member of UN Security Council in 2012-2013. It also needs the support of friendly countries. The Mauritanian President Mohamed Ould Abdel Aziz has assured all that the official visit to Azerbaijan will make a huge contribution to even greater development of the relations between the two countries. He said that he considers it reasonable to expand inter-parliamentary relations and form friendship groups in the parliaments of both countries.

Political forces

Azerbaijani National Independence Party (ANIP) leader Yusif Bagirzade said that the heads of parties should withdraw from active politics after losing in the parliamentary elections. "I think they should withdraw from active politics," he said July 12. "ANIP leader Etibar Mammadov was the first to do so, and this should be an example for other parties. Parties must reform." Musavat party had burned up all the bridges and it is impossible to unite, 'National Unity' Movement Leader Lala Shovkat said July 13. Earlier at the bloc's meeting, I told PFPA Chairman Ali Karimli that we will not interfere in the party's unification with Musavat. But, the Liberal Party can not unite with Musavat, because Musavat burned up all the bridges," Shovket said. The Azadlig bloc members the Popular Front Party of Azerbaijan (PFPA) and the Musavat party decided to establish the electoral bloc.

The recent split in the Azadlig Bloc has changed the opposition landscape in Azerbaijan, Azerbaijani Democratic Party Chairman Sardar Jalaloglu told Trend. "The split has created new realities in Azerbaijani policy," he said. "Now we must act taking into account these changes. Launching an even more powerful opposition bloc would be a positive factor." Former Azadlig Bloc member Azerbaijani National Independence Party entered into negotiations with the Musavat party to create a new bloc. Other parties within Azadlig reacted sharply to the move, and called for completely shutting down the bloc. Azadlig is represented by the Popular Front Party of Azerbaijan, the Liberal Party, and the Citizens and Development Party. Jalaloglu commmented on the prospects of developng cooperation with Musavat. "There are no permanent friends in policy," he said. "There are only eternal ideas. Our party is ready for any cooperation serving the interests of Azerbaijan and the party." 

The Union for Democracy (UD) does not intend to join APFP-Musavat cooperation. "Joining the APFP-Musavat cooperation is shameful for us," the chairman of Azerbaijan Classical Popular Front Party, which is UD member, Mirmahmud Miralioglu told Trend. Opposition Azerbaijan Popular Front Party (APFP), which is part of Azadlyg bloc, has decided to start negotiations with the Musavat Party to establish an election bloc. This decision caused a strong reaction by other parties represented in Azadlyg bloc, and the termination of the bloc's activities was announced. It is reported that the UD will also be presented in this election bloc. "As Union for Democracy we have appealed both to Musavat Party and Azadlyg bloc," Miralioghlu said."These appeals contained proposals on cooperation in the pre-election period. Musavat Party evaluated the proposal and a protocol on intentions was signed. But we have received a negative response from Azadlyg bloc. They did not want to discuss with us this issue. Therefore, we conduct consultations with the Musavat Party," said the chairman of the party. Union for Democracy was founded by the opposition Classic Popular Front Party, Azadlig party and National Democracy Party after 2005 parliamentary election. Great Azerbaijan Party joined the union in early Sept. 2008 and People's Party - in Nov. The Union is advisory and cooperation body. Azadlyg bloc unites three opposition parties - Azerbaijan Popular Front Party (APFP), Azerbaijan Liberal Party (ALP) and Citizen and Development Party (SDP).  

The Azerbaijani Progressive Socialist Party (APSP) and the Azerbaijani Democratic Left Party (ADLP) have developed a unified position on the upcoming parliamentary elections. APSP and ADLP heads Rustam Shahsuvarov and Elshan Manafov decided at a recent meeting to hold meetings and joint activities at the Azerbaijani Left Forces Coordinating Council. The parties set up an expert group to monitor the campaign and the voting process.

If Azerbaijan Popular Front Party, Musavat and the Union for Democracy (UD) operate separately, they will not be able to use the full force of the opposition in the election process, chairman of Azadlyg Party, which is a member of the Union for Democracy, Ahmed Oruj, told Trend." If that happens, part of our struggle will be devoted to defining enemies and friends, and this is a wrong way. So I can not understand the logic in the speech of some individuals for joining the UD-Musavat consultations. If APFP and Musavat take steps without taking into account an agreement with the UD, then I wish them successes," said Oruj. "Opposition APFP, which is part of Azadlyg bloc, decided to establish a joint electoral bloc with the Musavat Party. This decision has caused strong reaction by chairmen of other parties, including Citizen and Development Party, after which the termination of the bloc's activities was announced. There are suggestions that the UD will also join this bloc. The party's chairman said that the statement about the impossibility of union of APFP and Azerbaijan Classic Popular Front Party is wrong. Orudj approves UD accession to the union of APFP-Musavat. "There is a letter of intention between the Musavat Party and UD. There are decisions to hold joint mass actions. We have already identified our candidates for a number of constituencies. Rather than canceling all the work done and start all over again, we must continue to successfully initiated and normally developing processes," said the party chairman.

Elections

The Azerbaijani Central Election Commission (CEC) can increase the number of web cameras installed in polling stations for the transparency of the electoral process. "The CEC is ready to consider increasing the number of webcams installed in polling stations for greater transparency in the voting, CEC Chairman Mazahir Panahov told Trend. Today, the process of installing a web-camera covers 10 percent of all polling stations across the country and this is consistent with international practice, but we, of course, for greater transparency would increase their number, Panahov said. Regarding the issue of unresolved conflicts in the region, Grund said Germany is a member of the OSCE Minsk Group and on this basis, the government supports the steps taken within this framework to resolve the Nagorno-Karabakh problem. "The European Parliament clearly supports the basic principles for resolving the conflict," Grund said. "Accordingly, the European Parliament demanded the withdrawal of Armenian forces in conjunction with other prerequisites."One of these prerequisites, he said, is the replacement of the Armenian armed forces by the international peacekeeping contingent, which could ensure the safety of people in Nagorno-Karabakh.

Azerbaijani and Russian Deputy Foreign Ministers Khalaf Khalafov and Grigory Karasin discussed the bilateral relations between the two countries July 12 over the telephone, the Foreign Ministry reported. They discussed some practical issues of bilateral relations in the context of the forthcoming contacts at the political level. Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Hungary Vilayat Guliyev on Monday presented his credentials to President Laszlo Solyom, embassy told Trend. After the ceremony a meeting between the President of Hungary and Ambassador of Azerbaijan took place. At the meeting, Solyom said that Hungary attaches great importance to relations with Azerbaijan. According to him, there is complete political understanding and a good environment for the development of economic, scientific and cultural relations between two countries. Hungarian president stressed that the significance of Azerbaijan in the modern world as a cultural and economic bridge between Europe and Asia is increasing. Azerbaijani ambassador said that the ties between the two countries based on mutual interest have intensified in recent years. Guliyev said that during his diplomatic activity he will seek to develop the Azeri-Hungarian relations in every sphere.

Ukraine wants closer political ties with Azerbaijan. Ukrainian Foreign Minister Konstantin Grishenko will discuss increasing political cooperation between the two countries during his upcoming visit to Azerbaijan. Grishenko will pay his first official visit to Azerbaijan July17-18, Ukrainian Foreign Ministry Information Policy Department head Oleg Voloshin told Ukrainian media. Voloshin added that Grishenko will meet with Azerbaijani state leaders to discuss security issues in the Caucasus and energy projects. Grishenko was recently appointed as Ukraine's FM. He has expressed his intention to forge closer relations with Azerbaijan and to find unified positions on important political issues, Azerbaijani Ambassador to Ukraine Talat Aliyev told Trend.

Azerbaijani Foreign Minister Elmar Mammadyarov received Latvian ambassador to Azerbaijan Mihails Popkovs, Swedish ambassador Hans Gunnar and Norwegian ambassador Yon Ramberg in connection with the completion of their diplomatic mission July 14, the Azerbaijani Foreign Ministry said. Azerbaijani-Georgian consultations on delimitation and demarcation of the border was held July 14.Consultations were held between Azerbaijani and Georgian Deputy Ministers Khalaf Khalafov and David Jalagania, the Azerbaijani Foreign Ministry told Trend. Portugal intends to develop cooperation with Azerbaijan in all sectors, Portuguese Foreign Minister Luis Amado told media in Baku July 15. "The positions of the two countries coincide on many issues. Turkish Foreign Minister Ahmet Davutoglu said July 16 that Ankara has not proposed deploying peacekeepers to Nagorno Karabakh after the conflict's resolution, the Turkish Anadolu news agency said. He stressed that rumors about such a proposal are untrue. Davutoglu also stated that a plan must be created to ensure stability and security in the South Caucasus. The signing of an association agreement between Azerbaijan and the EU will provide the legal basis for developing relations between the parties, Azerbaijani Deputy Foreign Minister Mahmud Mammadguliyev told Trend July 16. Baku launched negotiations with the EU on the signing of an association agreement July 16. Further, the Armenian Armed Forces opened fire at Azerbaijani troops from positions in the nameless heights in the Goranboy region at 20.00- 21.15, as well as from positions in the Khojavand region at 06.00- 06.15 July 12, the ministry reported.The Azerbaijani troops answered their fire. No causalities were reported.

Baku expects the OSCE's objectivity in assessing the situation with the settlement of the occupied territories of Azerbaijan, Azerbaijani ambassador to Austria, accredited to the OSCE, Fuad Ismayilov told Trend July 14.The OSCE Minsk Group's autumn visit to the occupied territories of Azerbaijan will be a mission to assess the situation with the settlement of these territories. Further, the Armenian Armed Forces opened fire at Azerbaijani troops from positions in the nameless heights in the Goygol region at 20.05- 20.30 and 22.45- 23.05, as well as from positions in the Khojavand region at 22.00 -22.15 and areas and positions outside the Yusifjanli village in the Agdam region at 22.00 -22.15, the ministry reported. The Azerbaijani troops answered their fire. No causalities were reported.

July 13, the Armenian Armed Forces opened fire at Azerbaijani troops from positions in the nameless heights in the Goygol region at 13.15- 13.25 and 16.00-16.10 and from positions in the nameless heights in the Khojavand region at 14.20-14.30, the Azerbaijani Defense Ministry reported. Azerbaijan has agreed to an OSCE Minsk Group proposal to return the Kalbajar and Lachin regions in the course of five years, Azerbaijani Foreign Minister Elmar Mammadyarov said at a press conference in Baku July 15. The minister said Armenia proposed to return the Kalbajar and Lachin regions in the course of 10 years during Robert Kocharian's presidency. However, Baku insisted on one year. "Yerevan reduced the term up to seven years under President Serzh Sargsyan during the initial stages of the negotiations, while Azerbaijan has proposed the withdrawal of Armenian troops from the Kalbajar and Lachin regions in the course of three years," the minister said. He added that the OSCE Minsk Group co-chairs propose liberating the two regions over five years. Azerbaijan agreed to the proposal. Azerbaijan's foreign minister stressed that Russia made several proposals to resolve the conflict during the most recent meeting between the Azerbaijani and Armenian presidents in St. Petersburg. The Kalbajar and Lachin regions were also discussed.

Armenia sent a written reply this week to the International Committee of the Red Cross (ICRC) in Yerevan after Azerbaijan asked Armenia to return the body of a dead soldier, the ICRC Baku office told Trend July 15. The Armenian armed forces opened fire on Azerbaijani soldiers June 19. Four Armenian military men were killed and four were wounded in the crossfire. Azerbaijani soldier Mubariz Ibrahimov was killed. His body remained in neutral territory. "Only Azerbaijani state officials and Ibrahimov's family have been familiarized with the content of the message," the ICRC said.  Azerbaijani Defense Ministry spokesman, Colonel-Lieutenant Eldar Sabiroglu said the
ministry believes that the ICRC will continue working to return the body. "The ICRC's initiative has failed as of yet. Armenia says Ibrahimov's body is neither in Armenia nor in Nagorno Karabakh," Sabiroglu said.

Further, the Armenian Armed Forces opened fire at Azerbaijani troops from areas in the nameless heights in the Goranboy region at 16.30- 16.40, as well as from areas in the nameless heights in the Tartar region at 23.00- 23.35, the ministry reported. The Azerbaijani troops answered their fire. No causalities were reported.

Resolving of the Nagorno-Karabakh conflict will be discussed with the EU in future within the political dialogue. It is one of the areas of the discussed association agreement, Deputy Foreign Minister Mahmud Mammadguliyev told media at a press conference. We would like the EU position on this issue to be more active, deputy minister said. "In May the European Parliament adopted a development strategy for the South Caucasus. The need for the withdrawal of Armenian forces from occupied Azerbaijani territories is clearly indicated there. This encourages us to respect the EU's position to resolve the conflict," Mammadguliyev said. "The EU is not involved in this matter. It supports the OSCE Minsk Group's activity. It unequivocally supports the peaceful settlement of the problem," the EU representative John Caher told media.

The Heads of Delegation of the OSCE Minsk Group Co-Chair countries, Foreign Minister of the Russian Federation Sergei Lavrov, Foreign Minister of France Bernard Kouchner, and Deputy Secretary of State of the United States James Steinberg, released the statement today, OSCE reported. The OSCE Minsk Group Co-Chair countries' delegations' heads met on the margins of the OSCE Informal Ministerial with Foreign Minister of Azerbaijan Elmar Mammadyarov and Foreign Minister of Armenia Edward Nalbandian in Almaty, Kazakhstan. The Heads of Delegation of the Co-Chair countries recalled the joint statement on Nagorno-Karabakh of December 1, 2009 at the OSCE Ministerial meeting in Athens and reminded the sides of their commitment to seek a peaceful settlement to the Nagorno-Karabakh conflict based on the principles contained in the Helsinki Final Act, particularly those related to refraining from the threat or use of force, the territorial integrity of states, and the equal rights and self determination of peoples. They reiterated that the elements articulated by Presidents Medvedev, Sarkozy, and Obama on July 10, 2009 at L'Aquila and repeated at Muskoka on June 26, 2010 must be the foundation of any fair and lasting settlement to the conflict.

July 16, the Armenian Armed Forces opened fire at Azerbaijani troops from position in the nameless heights in the Khojavand region at 13.30- 13.50, as well as from position in the nameless heights and outside the Gulustan village in the Goranboy region at 17.10-17.35 and 20.00- 20.15 and position in the nameless heights in the Jabrayil region at 23.00-23.05, the Azerbaijani Defense Ministry reported. Further, the Armenian Armed Forces opened fire at Azerbaijani troops from areas in the nameless heights and outside the Asagi Abdulrahmanli vilage in the Fizuli region at 00.20- 01.15, as well as from areas and positions outside the Gizil Oba and Goyarkh vilages in the Tartar region at 04.10- 04.35 July 17, the ministry reported. The Azerbaijani troops answered their fire. No causalities were reported.

Azerbaijani Foreign Minister Elmar Mammadyarov believes that the meeting with Armenian Foreign Minister Edward Nalbandian in Almaty within the informal meeting of the OSCE Ministerial Council has been unsuccessful, Turkish Cihan News Agency reported.
