OSCE is holding training on “international human rights standards at the stage of criminal proceedings and investigations” in Turkmenistan, said the message from the organization’s centre in Ashgabat.

International human rights standards at the stage of criminal proceedings and investigations were the focus of an OSCE-organized course for 50 students of the Institute of the Interior Ministry and the Foreign Ministry’s Institute of International Relations, which will conclude in Ashgabat 9 September.

The week-long course examined the concept and system of international human rights standards in the context of criminal justice and the national legal framework of Turkmenistan in this area.

“The OSCE assists participating states in implementing reforms that enhance respect for the rule of law and human rights as well as in adhering to the commitments they jointly adopted to achieve that goal,” said Natalya Drozd, head of the OSCE Centre in Ashgabat.

“We believe this course will help future law enforcement officials and diplomats better understand relevant international human rights standards and their application in practice,” she added.

During the training course, international experts presented universally-recognized human rights standards as well as the Anglo-American, French and German models of preliminary investigation in different legal systems.

The course participants discussed ensuring of human rights at the stage of instituting criminal proceedings and guarantees of individual rights in case of suspension and termination of the preliminary investigation.

The students also learnt about the concepts of proof and evidence in the course of preliminary investigation and discussed human rights guarantees upon completion of the preliminary investigation with an indictment. Prosecution for crimes related to traffic safety and transport operations as well as for cyber crimes formed a special topic of discussions.

The training course is part of the OSCE Centre’s long-term work in promoting international human rights standards and practices in the host country.
