Terry Davis, the Council of Europe Secretary General, said in an official communiquГ© that referendum organized in Nagorno-Karabakh by its authorities is legally ineffective and its results will not recognized by the world community, Trend reports citing ITAR-TASS.
Mr. Davis said that the final resolution on the status of Nagorno-Karabakh can be developed only through the process of political talks held under the mediation of the OSCE Minsk Group. The future resolution on Nagorno-Karabakh should be made on the base of principles of respect to human rights, and if a referendum is required for its approval, the will ought to be stated in free and fair way available for everyone, said Mr. Davis.
Presidents of Armenia and Azerbaijan, Robert Kocharyan and Ilham Aliyev are responsible for the resolution of the conflict. This is the commitment taken by countries while entering the Council of Europe", the head of the organization said.
