Several production enterprises, including agricultural are functioning in correctional institutions of the Penitentiary System of the country. The latter are based in labour colonies in Khachmaz, Guba, and Davachi Districts of the country. However, since the production potential and demand in the free market are still being researched, the Penitentiary System does not take rapid and careless steps to open new enterprises. As it was commented in the Penitentiary System of the Justice Ministry, if prisoners produce a needless good, then it will be the Penitentiary System which will loose.
