Korea to assist Azerbaijan in forming land cadastre

The Azerbaijan State Committee for Land and Cartography signed a grant agreement with the Korean Foreign and Trade Ministry for $1.5 million.

From Azerbaijan, Chairman of the Committee for Land and Cartography Garib Mammadov signed the agreement and Korean Ambassador Extraordinary and Plenipotentiary to Azerbaijan Lew Kwang-Chul, from this country.

Technical assistance is provided to improve the land registry system in Azerbaijan and is designed for 18 months.

"The agreement envisages developing the urban cadastre, which so far has not been in Azerbaijan," Head of the State Committee Mammadov said.

Mammadov said the land cadastre will include five key elements - state register, registration of the quantity and quality of land, cadastre of environmental figures of the land, land assessment from an economic point of view and development of cadastral maps.

Mammadov said that work on development of the land cadastre is too difficult and long-term, but a pilot area will be determined in the first phase.

"The established urban cadastre system, which provides registration of each facility in the city [telecommunication lines, buildings, apartments, and even the residents in terms of nationality and gender, and other], will enable to regulate the urban infrastructure," Mammadov said.

"Technical assistance from the Korean Agency for Cooperation will give impetus to reaching agreement on other projects being implemented with the support of South Korea, including the construction of a bridge across the Baku Bay, creating special economic zones, constructing power plants and others," the Korean Ambassador in Azerbaijan said.

The ambassador said the joint work of the Azerbaijani and Korean specialists will also create opportunities for local experts to study the Korean experience.

As part of the joint project, it is expected to set up a cadastre information system, supply the committee with necessary technology, purchase computers, develop special software, buy special equipment for the external works and training for professionals and design cadastral maps, using aerophotogrammetry GPS and Tital Station.
