Uzbekistan may tighten duty-free import regulations to counter grey market

The State Customs Committee of Uzbekistan plans to change the rules of duty-free import of products for individuals so that Uzbek citizens can deliver one unit of corresponding products every six months instead of once a month, Uzbek media reported on Sept. 20 referring to the draft government decree.

Currently, citizens of the country can duty-free import through road, railway and river transport during one calendar month one unit of some 20 types of goods: refrigerator, freezer, air conditioner, vacuum cleaner, washing machine, gas or electric stove, TV, microwave, electric meat grinder, oven, iron, hairdryer, food processor, telephone, computer equipment, printer, tablet, laptop and tableware (kit).

The State Customs Committee intends to change the rules of duty-free import of the most common goods in other categories. Currently, Uzbeks can import two kilograms of each product once a day, but not more than ten kilograms of total weight.

However, the State Customs Committee proposes so that the citizens of the country could import two kilograms of each product only once a month.

These measures will allow fighting against the grey import, which is now flourishing in the border areas of the country. Many Uzbeks cross the border with Kazakhstan and Kyrgyzstan and carry duty-free goods from there, which are then resold in domestic markets.
