Libya's ruling National Transitional Council on Monday named a new interim prime minister for the North African country, DPA reported.

Engineer Abdel-Rahim al-Keeb won 26 votes in the 51-member council to head a new government, a council spokesman said, adding that he would appoint a cabinet in the coming days.

He replaces Mahmoud Jibril, who had said he would step down once Libya was declared "liberated."

Al-Keeb, who comes from the capital Tripoli, was elected in a public vote carried out by members of the council. Broadcaster Al Jazeera reported that the council's chairman, Mustafa Abdel Jalil, was the first to cast his vote.

"This vote proves that Libyans are able to build their future," Abdel Jalil was quoted as saying.

The council is to hand over power to an elected assembly within eight months, after which a constitution is to be drawn up.

The vote came hours before NATO was to end its seven-month military operation at midnight on Monday.

Earlier Monday, NATO Secretary General Anders Fogh Rasmussen said he was "proud of the part NATO played" in helping Libyan transitional forces drive the late Moamer Gaddafi from power.

But the military alliance had no intention of setting up military bases in Libya, Rasmussen said in Tripoli.

"Libya is finally free," he said. "Your courage, determination and sacrifice have transformed this country and helped change the region."

The United Nations Security Council voted to end the mandate following Gaddafi's death.

Rasmussen, however, said NATO could help with building defence and security institutions, if requested.

"It is now up to the Libyan people to draw up their own future," he told a joint press conference in Tripoli with Abdul Jalil.

Rasmussen also called for careful monitoring and destroying of weapons in the country.
