The European Union's foreign ministers on Monday approved a mandate to begin talks with Russia on a wide-ranging strategic partnership after two years of wrangling, diplomats said.
The decision mandates the EU's executive, the European Commission, to begin talks with Russia on how to cooperate on issues ranging from energy and trade to education and culture, reported dpa
