Hong Kong's leader expressed concerns for justice over the Manila hostage siege to Philippine President Benigno Aquino III on Saturday, dpa reported.

   Chief Executive Donald Tsang and Aquino spoke on the sidelines of the Asia-Pacific Cooperation Economic summit in Japan.

   Tsang said people were shocked by the incident in which eight Hong Kong tourists died, and were following the Aquino's handling of the investigations.

   "We hope the Philippine government would fulfill its pledge to be accountable to the victims."

   The eight victims died on August 23 after a 11-hour siege by dismissed police inspector Rolando Mendoza demanding his job back.

   An 83-page report released September held 12 officials and journalists accountable. It said Mendoza had shot all the victims.

   But Aquino later decided to file minor disciplinary charges against only four police officials, and administrative charges against Manila City Mayor Alfredo Lim.

   The incident has strained relations between Hong Kong and the Philippines.
