39th Anniversary of Heydar Aliyev’s Coming to Power

Azerbaijan, Baku, 14 July / Trend / The 39th anniversary of nation-wide leader of Azerbaijan Heydar Aliyev is marked in Azerbaijan on 14 July.

Heydar Aliyev became head of the Republic of Azerbaijan when he was appointed first secretary of the Central Committee of the Communist Party in 1969. In December 1982, he was elected member of the Political Bureau of the Central Committee of the Communist Party of the Soviet Union and later was appointed first deputy chairman of the Council of Ministers of USSR, thus became one of the leaders of USSR. Heydar Aliyev has been MP of the Supreme Council of USSR for 20 years and has held the post of deputy chairman of the Supreme Council of USSR for 5 years.

In October 1987, as a protest against the policy of the Political Bureau of the Central Committee of the Communist Party of the Soviet Union and General Secretary Mikhail Gorbachev, Heydar Aliyev resigned from all his positions.

On 21 January 1990, Heydar Aliyev demanded in the representation of Azerbaijan in Moscow to punish those who organized and committed crimes toward the Azerbaijanis on 20 January 199 in Baku. He quitted the Communist Party of the Soviet Union in July 1991 as a protest against the deceitful policy of the Soviet officials toward the tense situation in Nagorno-Karabakh.

He returned to Baku in July 1990, first he lived in Baku, later in Nakhchivan and at the same time he was elected MP of the Supreme Council of Azerbaijan. In 1991-1993, he held the post of chairman of the Supreme Majlis (Assembly) of Nakhchivan Autonomous Republic and deputy chairman of the Supreme Council of Republic of Azerbaijan. Heydar Aliyev was elected chairman of New Azerbaijan Party in 1992 in the constituent assembly of the party in the city of Nakhchivan.

The Azerbaijani people demanded the return of Heydar Aliyev to power in May to June 1993 when the country was in the brink of civil war and loss of independence as a result of the tense government crisis. The then leaders of Azerbaijan were obliged to officially invite Heydar Aliyev to Baku. On 15 June 1993, Heydar Aliyev was elected chairman of the Supreme Council of Azerbaijan and on 24 July he took the authorities of President of Republic of Azerbaijan at the decision of Milli Majlis (Parliament).

On 3 October 1993, Heydar Aliyev was elected President of Republic of Azerbaijan by the nation-wide vote. On 11 October 1998, he was elected President of Azerbaijan once again by gaining 76.1% of the votes during the vote which involved greater part of the population. Though Heydar Aliyev was nominated for 15 October 2003 presidential elections, he refused to take part in the elections because of health problems.
