Penalty for Production of Low-Quality Production to be Toughened in Azerbaijan.

Azerbaijan, Baku, 21 November / corr. of Trend I.Alizade/ Azerbaijan Parliament's Standing Committee on Agrarian Policy recommended to present the changes to the Law on Foodstuffs for approval by the Parliament. In particular, the changes envisage imposing sanctions on the people dealing with production and sale of products which does not meet the requirements of ecologically clean agricultural products.

According to the Chairman of Agrarian Committee, Eldar Ibragimov, the penalty in amount of AZN 50 will be imposed on the individuals and AZN 2,000 on officials.

"These sanctions will be imposed on the people who will stick national trade mark of pure goods on agricultural products and foodstuffs which do not correspondent to the requirements of ecologically clean agricultural products as well as on those who deal with turnover of the products, mix the products which are produced by traditional methods without preserving its specificity," Ibragimov said.

In this regard, the article on using of sanctions with regards to the violation of legislation on ecologically clean agricultural products is envisaged to be made to the Code on Administrative Violations.

Some members of the Parliament suggested increasing the amount of penalty. They consider that the sanctions are extremely liberal, especially for individuals because the sale of low-quality products is connected with human health. MPs consider that the information on the labels does not always coincide with the structure of product, that's why the number of mass poisoning increased recently. People producing low-quality products must be fined for the bigger amount and criminal responsibility must be specified, the MPs think.

The proposal to increase the penalty gained significant support from the Head of the Agrarian Committee and other MPs who recommended to discuss this question in the Parliament.

The project of changes and additions to the Law on Foodstuffs and Code of Administrative Violations was presented to the Parliament at the legislative initiative of Ilham Aliyev, President of Azerbaijan.
