The 2011 Public budget of Azerbaijan, positively differing with its priorities and structure from the budgets of previous years, creates an important platform for strengthening macroeconomic goals, Azerbaijani Finance Minister Samir Sharifov said during a board meeting of the Ministry.
The Minister considered it expedient to prepare an action plan providing for the distribution of tasks assigned to relevant agencies and departments of the ministry.
The meeting noted the beginning of the development of a number of regulations to implement the goals, the need to inform all budgetary organizations about the distribution of income and expenditure within the approved budget figures of the country.
The Minister said that in recent years, along with the draft public budget, the main budget parameters for the next three years is also prepared and sent to the appropriate executive authorities and legislative agencies.
"Already both potential and material-technical base of the Ministry of Finance allow preparing a better financial document with the budget classification with all parameters, not only for the next fiscal year, but the next three years," said the minister.
In this regard, the Ministry has examined the experiences of advanced countries, and were given instructions to continue this practice in next years.
The board meeting has also made a decision to upgrade information system for management of the Ministry's Treasury, the develop insurance market and improve the insurance system, introduce international experience in the insurance market of the country, introduce legislation in the field of Civil Service under the Ministry of Finance, improve training of civil servants.
