New legislation not to create problems in development of civil society: Azerbaijani national NGOs forum

Azerbaijani national NGOs forum does not consider that additions and changes in the law NGOs will create problems in development of civil society.

"If majority of regulations being reason for our protest are excluded from the project, we will not face problem with limitation of NGOs activity," head of national NGOs forum Rauf Zeyni told Trend on June 30.

Exclusion of regulations out of project that do not correspond activity of civil society demonstrates that the Azerbaijani government is interested in development of NGOs, he said.

Milli Majlis (the Parliament) adopted additions and changes suggested to the law NGOs on June 30.

Names of Azerbaijani state agencies, as well as names of Azerbaijani famous people (without permission of their close relatives or heirs must not be used in names of NGOs upon the addition included in article 3 of the law.

NGOs do need in state registration of their branches and representations upon addition in article 7. The organization must inform about establishment of branch and (or) representation of corresponding executive power during 10 days.

Citizens of the Azerbaijani Republic must be deputy heads of branches and NGOs representations founders of which are foreigners or foreign legal entities upon other addition included in this article.

Founders of NGOs can be foreigners having right for permanent living in the Azerbaijani Republic and people without citizenship upon change in article 9.

Addition made in article 10 says that public union must ensure registration of their members during 30 days after state registration.

While establishment of the fund, its authorized capital must not be less than 10,000 manat upon addition in article 12.

State registration of NGOs of foreign nations in the Azerbaijani Republic is conducted upon the agreement concluded with these organizations upon other addition made in this article.

Charters of NGOs do no allow appropriating privileges of state agencies and local municipalities, as well as functions on state control and check must not be envisaged upon addition made in article 13.
