The State Oil Company of Azerbaijan (SOCAR) carries out work under upgrading rigs at the Heydar Aliyev Baku-based oil refinery to adjust the quality of oil products manufactured at the refinery to Euro 3 standards, said Emil Alkhasly, senior engineer at the technological department for refining complex researches.

US Honeywell UOP is designing feasibility study for upgrading catalytic cracking rig. Reconstruction and upgrade program of the rigs covers 2010-2014. Work is carried out with regard to improve quality and increase the volume of petrol output.

Furthermore, technical part of the feasibility study is developed under upgrade and reconstruction of initial refining rig (ELOU AVT-6) with regard to improve the quality and increase the volume of naphtha output. The project covers 2010-2012.

Under the increase of quality of diesel fuel it is also planned to upgrade hydrofining rig in the period of 2010-2012. Upgrade and reconstruction work targets reducing sulphur and benzol content.

SOCAR plans to shift to production of diesel fuel in line with Euro 3 at the beginning of 2012 and petrol at the end of 2012, Akkhasly added.

"The term is yet to be corrected, because everything will depend on upgrading work," Alkhasly underscored.

According to Alkhasly, 81 percent of petrol produced in the country is used to meet the domestic demand, while the rest part is exported out. The case with the diesel fuel is a bit different. The major part of diesel fuel is exported and only 35 percent is sold at the domestic market.

SOCAR has two oil refineries - Baku Oil Refinery named after Heydar Aliyev and Oil Refinery Azneftyag. Designed total processing capacity of both oil refineries is 20 million tons per year.
