At least 70-80 percent of low-income population lives in rural areas in Kyrgyzstan, the Human Rights Yearbook 2008 says, News Agency "24.kg" reported.

Disastrous situation on farms is one of the main reasons of villagers' poverty and growth of migration tendencies. "Lack of equipment, finances and hired labor, cause farms low marketability and few perspectives for intensive production. It is impossible to provide favorable economic environment, allowing reduction of indigent population rate, without government subsidies," the yearbook says.

In order to stabilize situation at labor markets and control internal migration, complex development of villages is quite necessary.

Decentralization of industry to the benefit of rural areas and small towns, establishment of small enterprises' network, able to react and adapt to market conditions should become one of the effective directions of investment policy's change. "It is necessary to take measures contributing to forming appropriate material base for development of entrepreneurship. It will increase employment level of rural population, raise their economic potential and reduce outflow of labor forces from the rural areas," the document says.
