Construction of winter boulevard in Baku delays due to relocation of local residents: state committee

Construction of the winter boulevard to be located in the center of Baku, in Fizuli Street (former Basin St) will be launched following the removal of residents living in the territory, head of international relations department of the Azerbaijani Committee on Architecture and Town Building, said on Aug.20.

The Baku City administration is involved in removing the residents. At present, the administration faces a number of problems, Gojayev added.

In accordance with the old master plan of Baku, which was approved in 1987, the new boulevard was to be built in the territory from the Baku railway station to the Azerbaijani Academic Theater, Gojayev said earlier.

According to Gojayev, new projects will differ from the old ones due to current significant changes occurred in the construction of infrastructure and houses and other buildings in Baku.

Winter Boulevard will be hidden from the wind, because people cannot have a walk in the Baku Boulevard in winter due to strong winds and high humidity. Part of the city, where the winter boulevard will be located, is hidden from the strong gusts of wind.

The State Committee has already announced a competition on preparations for the construction of the boulevard. At present, the committee expects architects to submit the relevant projects. Then the drafts will be discussed in the Azerbaijani Union of Architects and submitted to the President for approval.

The committee has not received any appeal yet, Gojayev added.

Term of construction and the necessary investment in this project will depend on the proposals, Gojayev said.

"I think the construction of the boulevard will begin in the next couple of years. Under the presidential order on improvement of Baku dated in 2006, the work to remove the residents and to destroy houses unsuitable for normal living has been launched in the territory from the Heydar Aliyev Palace to the Fizuli square, Gojayev added.
