Effective implementation of new mechanism of privatization in Azerbaijan should increase transparency

Fifteen employees of the Azerbaijani State Committee on Property Issues were dismissed and 40 were reprimanded in connection with reveal of the negative facts in their activities, the State Committee said. The decision was taken at an enlarged meeting of the board of the State Committee.

"The State Committee will make a serious and prompt action against employers who have the negative facts such as corruption in activities," Committee Chairman Kerem Hasanov said.

The Operational Board meeting was held in connection with the execution of the Anti-Corruption Commission's orders. The Commission gave orders at its meeting held on Jan.27 under the chairmanship of Presidential Administration Head Ramiz Mehdiyev.

Thanks to the socio-economic policies pursued by Azerbaijani President Ilham Aliyev, a dynamic growth has been observed in all areas of the country's economy. Great achievements have been succeeded in a balanced development of the country's regions, reconstruction of infrastructure in the regions, expanding businesses, creating new production and processing enterprises, Hasanov said.

At the last meeting of the Cabinet of Ministers dedicated to the socio-economic development in 2010 and the tasks for 2011, President Aliyev noted the existence of deficiencies that impede the development of certain areas of the economy.

A more serious and systemic anti-bribery and corruption measures has defined the main task of the government.

Hasanov said that the State Committee achieved successes in its activities, as well as recorded disadvantages and negative facts in the registration of property rights and privatization of state property.

To eliminate these disadvantages, Hasanov  gave a number of major orders during the meeting.

"To increase transparency and efficiency in the registration of real estate, property management, privatization and leasing, introduce a unified cadastre and address register of immovable property should be improved legislative base. In this regard, the new draft regulations must be developed and presented," Hasanov noted.

The meeting also gave instructions to increase the efficiency while submission to the State Committee of complaints over corruption and delinquency and the elimination of the facts of bureaucracy, as well as to accelerate work with citizen complaints, increase admission of applications in e- form. Effective implementation of a new mechanism of privatization should increase transparency in the privatization process, the committee reported.

Should be completed work on improving the national system of registration of immovable property, centralization of the information base and creation of automated enterprise network, the committee reported.  There was also noted a need to improve the collection of fees, payment for services and rent, a reduction of cash payments in this area.
