President of Kazakhstan achieves most successes in foreign policy

The current President of Kazakhstan Nursultan Nazarbayev has made the most successes in the foreign policy of the country, said a European expert on Central Asia Yuri Fedorov.

"Nazarbayev has achieved the greatest successes in foreign policy, he was able to maintain good relations with Russia, China and Western countries, successfully maneuvering between them," Fedorov, Research Fellow of Chatham House Royal Institute of International Affairs Russian and Eurasian Program, told Trend via e-mail.

Recently, the Nur Otan Party also offered to give the status of president for life to the current head of state through parliament's appropriate adoption of a law on the leader of nation."Such a proposal has already been expressed repeatedly over the past few months. Nazarbayev himself has not expressed his attitude towards the possible lifetime presidency.

According to the expert, the stability in Kazakhstan is a personal service of the current head of state.

"I think that due to Nazarbayev, Kazakhstan could ensure stability, including in the first years of independence when the country's economic situation was dire, and at the same time to avoid political repression, and not to completely destroy the opposition," Fedorov said.

According to the expert, the political regime created by him in Kazakhstan is rather soft and relatively efficient.

"I in no way want to idealize Nursultan Nazarbayev, Fedorov said, - and at the same time, it is impossible not to admit that he [Nazarbaev] is an extremely intelligent, capable and experienced politician."

However, according to the expert, raising the question of lifetime presidency shows that unresolved problems accumulate in the political system of Kazakhstan which could result in serious crisis.

"Lifetime presidency means that Nazarbayev and his close circle can not find a successor in whose personal loyalty that they can trust and who will be capable, like himself, to maintain a balance between several major "interest groups"," Fedorov said.

The main instrument of Nazarbayev's power is the ability to manipulate the powerful factions within the country and the lobby, play on their contradictions and maintain, which in political science is called "balance of checks and counterweight", the expert said.

Such a mechanism of functioning of government depends on the credibility and personal qualities of leader, said Fedorov.

According to the expert, under such authority, changing leader in the country could lead to fighting between the groups, of which results can not be predicted.

Nazarbayev was able to prevent the escalation of conflicts in the country and their moving to an open form, says Fedorov.

"In these conditions, due to physical weakening of Kazakhstan's president or in the event of his resignation for natural reasons, we can expect the rise or resurgence of political crisis caused by the unresolved issue of the highest authority in the country," he said.
