The 3rd Steering Group meeting for the project to create a national association of local authorities in Azerbaijan started in Baku on 6 April 2006 in Baku. The gathering focused on exchange of opinions concerning the actual organisational structure and internal management of the National Associations of Local Authorities will be discussed.
This two-day meeting mulled the creation of a National Association of Local Authorities of Azerbaijan through the organisation of a series of workshops and exchange of ideas with representatives of other Council of Europe member States.
Working group comprised of 25 members of municipalities was established with support from the Congress of local and regional bodies of self-government of the Council of Europe.
The final variant of the draft Charter of the Association will be put for the consideration of a workshop of the steering committee of the NAM which scheduled for January 2007 and later passed to the approval of the Steering Forum of the NAM.
The second meeting of the working group staged in Baku from 8 to 9 February 2006 elected its senior management Tahir Aliyev was elected the head of the Group and his three deputies are Gulnaz Salamova, Shamistan Yusifov and Ramil Mustafayev.
Heads of the working group have been invited to a meeting of the CE Congress of Local and Regional Bodies of Self-government, which took place in Strasbourg on 23-24 February 2006. Caroline Martin, a representative of the Secretariat of the Congress of Local and Regional Bodies of Self-government, is the head of the project on the creation of the NAM.
The NAM will be established by late 2007 with direct support of the Norwegian government.
