Azerbaijan will assess the professional activity of civil servants in 2011, Rauf Majidbayli, Head of the Civil Service HR Recruitment Department, told media.
"Assessment will be based on four criteria. The professionalism demonstrated by the employee during the calendar year will be evaluated on a five-point system, that is, five, four, three, two - respectively excellent, good, satisfactory and unsatisfactory. The assessment will be made directly by the head of staff on the basis of methodological standards set by the Commission. As the results of observations made during the year, the final result will be summarized and determined," he said.
He said that the assessment will not terminate the labor contract and dismiss employees.
"This estimate does not include termination of a labor contract or dismissal. The final result of appraisal will be attached to the employee's personal file and will be considered during certification," he said.
"We plan to propose specific changes to legislation on employees' motivation in a number of state programs to further encourage employees. It deals with additional bonuses besides fixed salaries," he said.
