Azerbaijan attracts foreign funding to construct first incineration house

The Azerbaijani Government has requested the Islamic Development Bank (IDB) to accelerate the process of allocating funding for construction of incineration house of 500,000 tons capacity. The request was made by Economic Development Minister of Azerbaijan, manager of a bank from Azerbaijan Shahin Mustafaev at a meeting with IDB President Ahmed Mohamed Ali during the 34th meeting of the Bank Board in Ashgabat.

It was very important to expedite the allocation of credit to 100 million euros for realization of this project," Mustafayev said.

The total construction cost of the plant is estimated at 346 million euros with a period of 36 months. A total of 86 million Euro was allocated by the Public budget for construction of the plant.

Construction of the plat will be commenced in August 2009. The French CNIM company is building contractor. The company has great experience in this sphere. Over 120 plants have been constructed by this company over the world. Spade-work is being carried out. The plant will be built in three years plus two years to detect a flaw and CNIM will operate the plant over the next twenty years.

The volume of garbage in Baku will be reduced ten times after operation of the plant. The plant will be able to burn 500,000 tons of household rubbish annually and to produce 231.5 million KWt/h of energy.

Economic Development Ministry of Azerbaijan signed contract with French CNIM "turn-key", which will be implemented on a DBO (Design - Build - Operate). This means that CNIM is the only responsible for design, construction and management of the plant.

The incineration house will have two lines of 250,000 tons, and a turbine to produce electricity. According to the draft, the power plant can be increased by 250,000 tons in the future. Precipitation ash left from burning waste could be used in road construction.
