Kazakhstan's diesel fuel production volume to reach record levels in 2021

The volume of diesel fuel production in Kazakhstan to reach 4.9 million tons in 2021, which is the highest figure since 2015, Vice Minister of Energy Aset Magauov said a briefing at the Central Communications Service, Trend reports.

According to Magauov, the diesel consumption from May through September 2021 grew by 246,000 tons and 480,000 tons compared to the same period in 2019 and 2020, respectively.

Retail prices in the country are significantly lower than neighboring countries, which contributes to the growth of consumption diesel fuel by transit transport and overflows, he noted.

“At the moment, the difference in wholesale prices ranges between 80,000 tenge ($187.9) and 90,000 tenge ($211.4) per ton, which doesn’t allow filling stations to import diesel fuel,” the vice minister added. “In Russia, wholesale prices for fuels and lubricants increased, along with the growth of world oil prices, while in Kazakhstan they changed insignificantly.”

Diesel fuels is imported from Russia, tax free. During the fuel’s import by Kazakhstan, Kazakh VAT and excise tax in the amount of 540 tenge ($1.27) per ton are paid.

Magauov also noted that on September 23, Kazakh and Russian energy ministries conducted talks regarding the allocation of the required volume of import of diesel fuel in the amount of nearly 100,000 tons.

Currently, large networks of gas stations are in negotiations with suppliers from Russia.

“As of September 28, 19,517 tons of diesel fuel had been shipped from Russian plants, and the imports grew. So, on September 1-20, there were shipped 5,055 tons of diesel fuel, whilst on September 21-28 already about 14,462 tons,” concluded Magauov.
