The union consisting of Azerbaijani oppositional parties can cooperate with other registered agitation groups.
"As our Azerbaijani People's Republic agitation group has not passed registration in CEC, any party can participate in agitation campaign with agitation groups Republicans and Movement for Karabakh and Republic, MP Panakh Huseyn, chairman of People's party represented in the Council for Democracy, said on Feb. 11.
The CEC registered New Azerbaijan Party, Shahar (City), Tereggi (Progress), Huquq va Demokratiya (Right and Democracy), Vatandash Jamiyyati (Civil Society), For the sake of long development and Zaka as agitation initiative groups. Abad Kand (Comfortable village), Azad Soz (Free Word), Azerbaijan People's Republic and Milli Istiglal (National Independence) initiative groups failed to pass registration.
Precinct election commissions registered 124 initiative groups.
The Azerbaijani Constitution was adopted in 1995. Amendments and additions were made in 2002.
Any means can be used to support agitation campaign, Huseyn said. "When several agitation opposition groups were established, importance of joint cooperation with a group registered in CEC was stressed," he said.
The Council for Democracy after Parliamentary elections of 2005 created opposition Classic Popular Front Party, Azadlig party and National Democracy party. Early in September 2008 Great Azerbaijan Party joined the Council but in November - Popular Front Party. The Council is an organization of consultation and cooperation of these parties.

Azerbaijani National Independence Party established in 1992 is the first officially registered party. There was split in the party afre E. Mammadov resigned from position of a chairman of the party in late 2004. Some members left by Azerbaijani National Independence Party after discontent against Ali Aliyev in the party. Presently, Mammadov is deputy chairman of the International democratic council.
