On decree of the Azerbaijan President Ilham Aliyev, Latvian President Valdis Zatlers was awarded Heydar Aliyev Order, the highest state order of Azerbaijan, for special merits in development of friendly and cooperation ties between the Republic of Latvia and the Republic of Azerbaijan, AzerTAj state news agency reported.
