BAKU, Azerbaijan, October 3. Representatives of more than 70 countries will visit Azerbaijan to participate in PreCop, the COP29 President-designate, Minister of Ecology and Natural Resources Mukhtar Babayev said during a roundtable discussion on “Creating the Highway for Private Finance” at ADA University, Trend reports.

“To participate in PreCop next week, representatives of more than 70 countries will visit Azerbaijan at the level of ministers, deputy ministers, and heads of delegations. We will also discuss the new financial target, Article 6 of the Paris Agreement, and in this regard we have a great interest in attracting the private sector, which is one of the largest sources of financing, to the climate agenda,” he noted.

To decode, each conference of the Parties to the United Nations Framework Convention on Climate Change is preceded by a preparation meeting known as the PreCop, which takes place around a month in advance. The goal of this meeting is to give a selected group of countries an informal setting to debate and exchange opinions on some major political aspects of the negotiations in order to offer, to the extent possible, political advice for future negotiations.

To note, the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP29) will be held in Azerbaijan in November this year. The decision was made at the plenary meeting of COP28 held in Dubai on December 11 last year. Within two weeks, Baku, having become the center of the world, will host about 70,000-80,000 foreign guests.

The UN Framework Convention on Climate Change is an agreement signed at the Rio Earth Summit in June 1992 to prevent dangerous human interference in the climate system. The acronym COP (Conference of Parties) stands for Conference of Parties, which is the highest legislative body overseeing the implementation of the Framework Convention on Climate Change.

A total of 198 countries are parties to the convention. Unless the parties have decided otherwise, COP is held annually. The first COP event was held in March 1995 in Berlin, and its secretariat is located in Bonn.
