Asian Development Bank Project Small Towns Water Supply and Sanitary Services Consultant Completed Field Condition Analysis

The Consultant on the Asian Development Bank`s Project on Improving Water Supply System and sanitary Services in aghdash, Goychay and Nakhchivan conducted analysis of the countrys water field condition. The studying of this field was carried out within the institutional reforms, wherein the consortium consisting of New Zeland`s Castaliya, Azerbaijan`s AzSpetsPromInvest Consulting Engineers (ASPI) provides consultative services to the government.

ASPI told Trend that during the analysis the status, ways of reorganization and identification of water supply companies were uncovered. On their base the consultant proposed to found regional auctioneer water supply companies which will be independent in their personnel selection, financing. However the technical policy of this field will be unified and will be carried out by Azersu JSC. The role and place of municipalities in such water companies still remains unsettled. According to the consultant before they are engaged in the process, first of all it is necessary to strengthen the self-government bodies, since at present municipalities do not have personnel and resources, and they have not been prepared to control communal services institutionally.

The consortium has launched the rendering of services since March 2006. The contract was signed for 18 months and the cost of all the services is estimated in $500, 000. The consultants task includes the rendering of assistance in legal base for the purposes of the project to be implemented.

The total cost of the project makes up $39, 9 m. For the project financing the Asian development Bank assigned $30 m, $9, 9 m was assigned by the Government. To the period of the projects implementation till 2010, structure reorganization for water supply development and its infrastructure in Aghdash, Goychay and Nakhchivan are planned.
