Kazakhstan shifts to Euro-2

Euro-2 standard will start to be introduced in Kazakhstan from July 15, a source at the Ministry of Transport and Communications of the country told Trend special correspondent.

"Euro ecologic standards are envisaged to be gradually introduced in Kazakhstan. For example, for vehicles, the environmental phase of Euro-2 will start from 15 July 2009, Euro-3 - 1 January 2011, Euro-4 - 1 January, 2014," Ministry's press service said.

In addition, regarding fuel standard, Euro-2 must be introduced no later than 1 January 2010, Euro-3 - 1 January 2014, Euro-4 - 1 January 2016.

"With the introduction of Euro, the import and production of vehicles that do not meet these standards will be limited in Kazakhstan, as well as the fuel quality for them will be increased. In turn, this will create the conditions for updating the existing car parking, and will resolve the environmental problems (especially in big cities), and improve safety on the roads," the same source said.

The press service stated that after introduction of Euro-2 in Kazakhstan, the import of the European cars produced earlier than 1997 will be banned, but after introduction of Euro-3 (than 2011) - than 2001.
"At the same time, the operating vehicles are not subject to the new environmental requirements and can work up to full depreciation and physical depreciation," the press-service said.

Euro standards are the requirement limiting the toxicity of exhaust gases of vehicles and characteristics of fuel for vehicles intended primarily for the car manufacturers.

The first pan-European standards of toxicity Euro-1 were introduced in 1993. Euro-2 was introduced in 1996: Requirements for emissions were tightened by averagely one and a half times.

Euro-3 standards in European countries were introduced in 2000, which, unlike Euro-2, separately specify the parameters of a cold start, and compared to Euro-2 norms, reduce the amount of allowable toxic emissions by approximately 25% (two times as compared with Euro-1). Today, Europe has already moved to Euro-4 standards, norms of which on all indicators are about twice stronger than Euro-3.

Amongst the CIS countries, Euro-2 standards are introduced in Russia, Ukraine, Uzbekistan.
