Kazakhstan will enhance prevention efforts to combat terrorism, especially in the regions. This goal is pursued by new draft law On amendments and additions to some legislative acts of the Republic of Kazakhstan on combating terrorism, which is currently submitted to the Senate for consideration, the Senate (upper house of parliament) said.
"The draft law introduced a new definition of "objects of mass gatherings." And the notion of "terrorism" is supplemented with a new principal content, implying the "ideology of violence," the statement said.
The draft law noted that it is proposed to develop model passports and introduce requirements for system of protection of facilities vulnerable to terrorist attacks in order to strengthen counter-terrorism.
"The draft law also defines the duties and responsibility of managers of such facilities to ensure anti-terrorist protection and observance of proper level of security of the facilities," the statement said.
In addition, the procedure for bringing the Armed Forces to suppress acts of terrorism is specified; the legal basis of compensation for harm suffered as a result of an act of terrorism or during its suppress are established.
