Foreign trade of Azerbaijan (January-October 2012)

The foreign trade turnover with 150 world countries amounted to $27.4 billion in Jan.-Oct. 2012, or 7.96 percent less than Jan.-Oct. last year. The volume of exports decreased by 10.84 percent to $19.738 billion compared to the same period of 2011. The volume of import increased by 0.41 percent and hit $7.66 billion. Azerbaijan exported 2,111 products, and imported 6,186 different goods. The index of export exceeded import as of Jan.-Oct. 2012. This formed the foreign trade surplus to the amount of $12.076 billion.

As in previous periods, oil and oil products are mainly exported from Azerbaijan. However, the decline in oil production volumes in the country has reduced exports, and consequently has also reduced the foreign trade turnover of the country.

Most of Azerbaijan's exports (85.49 percent) fell to the export of crude oil in Jan.-Oct. 2012.

The exports of crude oil decreased by 1.31 percent compared to the same period of last year.

The exports of petroleum products declined by 14.4 percent. As of November 1, 2012, around 5.36 percent of total exports from the country fell to the oil products.

Azerbaijan also reduced gas export in October. According to the meters, the country exported more than 5.539 billion cubic meters of natural gas in January-October 2012, or 3.7 percent less than in January-October 2011. About 2.028 billion cubic meters of gas, registered by the cargo customs declaration were exported. This is 20.7 percent less than in the same period of 2011.

In January-October, Azerbaijan exported chemical products worth $131.067 million. Exports of chemical products increased by 37.9 percent compared to the same period of last year. The share of chemical products amounted to 0.66 percent in total exports in January-October. It should be noted that "Azerkimya" production association increased exports of the main kinds of products: polyethylene, propylene, isopropyl alcohol, polyethylene, propylene glycol, and others to Turkey. Thus, over 50 percent of all exports of "Azerkimya" is exported to the Turkish market.

The success of the country in exports of aluminum and its products should be stressed. As of Jan.-Oct., Azerbaijan increased aluminum export by 18.8 times. In total, during the period, aluminum worth $79.017 million were sold abroad. The share of exports of aluminum and aluminum goods, of the total export volume of the country was 0.4 percent as of Nov. 1.

Azerbaijan has two aluminum plants - in Sumgait and Ganja, as well as its own raw material base (alunite). A new aluminum plant opened in Ganja produces 50,000 tons of high quality aluminum per year. It is capable of producing 100,000-200,000 tons. In this regard, the Azerbaijani government announced the plans to cease the import of finished products from aluminum.

The export growth for the period was observed in agricultural products, in particular, taking into account the cotton harvest season. The cotton exports from the country increased by 74.7 percent compared to the same period of last year.

In this period, the highest amount of export fell on Italy. Thus, during the reported period Azerbaijan exported commodities to Italy totaling $4.490.6 bln which makes up 55.53 percent of total exports. Mainly oil and oil products are exported to this country. Israel ($1.595.9 bln) and Indonesia ($1.429.8 bln) hold leading positions. Italy has maintained its leading position since 2008 excluding early three months. Turkey took a lead in January and U.S. in February and March 2008.

Turkey ranks first on largest import volume ($1.165.08 billion) in January-October 2012. About 15.21 percent of the Azerbaijani imports fell to it. Russia ranks second - $1.065.99 billion and Germany - third ($623.4 million).

Most of Azerbaijan's imports (26.92 percent) in Jan.-Oct. accounted for the imports of machines, equipment, electric vehicles and their spare parts.

Imports of vehicles and spare parts ranks second in the country's import (16.40 percent).

Import of ferrous metals ranks third (12.82 percent of total import volume).

The import of vehicles maintained a significant share in the country's import despite the Azerbaijani State Customs Committee has imposed a ban on imports of "VAZ-21144" and "VAZ-21154" cars, imported into the country under the state guarantee agreements since Oct. 1, 2012. It should be stressed that according to the requirements of the state standard AZS 635-2012 "Certification of wheeled vehicles, their equipment and parts", the vehicles (except for the all-wheel drive), imported in Azerbaijan or produced in the country must have the anti-lock braking system ABS and at least one airbag from May 1. In this regard, a ban has been imposed on the import of "VAZ 2107", "VAZ 2114" and "VAZ 2115" cars since May 1 because they do not have anti-lock braking system ABS and airbags. "VAZ 2114" and "VAZ 2115" cars were supplied till Oct. 1 under the state guarantee agreement, as they acted prior to this period. Earlier, Azerbaijan banned the import of vehicles that do not meet emission standard EVRO-2.

According to the State Statistics Committee, in January-October, the country imported 84,677 cars to the amount of $970.3 million. Around 74,855 cars with a total cost of $662.8 million were mainly imported. Around 7,995 trucks worth $185.6 million, 933 special-purpose vehicles to the amount of $77.4 million and 894 buses (capacity of 10 persons or more) worth $44.520 million were imported.

Furniture delivery has the greatest increase in imports in January-October 2012 (by 24.06 percent) compared to the same period of last year. Although its share in imports hits only 0.94 percent. Imports of flour significantly reduced by 97.8 percent.

In late September, the Azerbaijani Cabinet of Ministers signed a resolution to exempt imported wheat, meslin, wheat and wheat-rye flour from the value added tax (VAT) for the period of one year.

According to the State Customs Committee, Azerbaijan's foreign trade turnover with CIS countries in Jan.-Oct. amounted to $2.783.2 billion or 10.16 percent of total volume of Azerbaijan's foreign trade turnover. Exports to CIS countries for the period totaled $938.03 million (4.75 percent of total export) and imports - $1.845.14 billion (24.08 percent of total import). As a result, the country had a red ink in trading with them to the amount of $907.1 million compared to the surplus worth $351.6 million in 2011.

During this period, about 7,919 legal and physical entities were involved in foreign trade operations, including 3,623 - legal entities and 4,296 - physical entities.

The share of public sector in exports totaled $18.612 billion (94.3 percent), private - $849.7 million (4.9 percent), the share of physical entities - $159.68 million (0.81 percent).

The share of public sector in import operations amounted to $1.68 billion (21.87 percent), the private sector - $5.66 billion (73.92 percent), physical entities -$321.33 million (4.19 percent).
