The modernisation of the three oil refineries in Kazakhstan will be completed in 2015, Minister of Oil and Gas of the Republic of Kazakhstan Sauat Mynbayev stated speaking at question time at the Majilis (Parliament).

"All the issues related to the project of the construction of a deep oil processing complex in Atyrau Refinery including financing, signing contracts with contractors and the labour force, have been resolved. It is just necessary to complete the physical amount of work," Mynbaev said.

According to him, the issue of allocating assets to the akimat of Atyrau province for the resettlement of people in connection with the extension of the sanitary protection zone remains unresolved.

"For the projects of reconstruction and modernisation of the Shymkent and Pavlodar refineries, the construction documents have been developed and licensors for the main installation process have been selected," the Minister said.

According to him, in order to accelerate the implementation of these projects, it has been decided to combine the development stage of construction documents with the stage of early involvement of an EPC contractor, as well as the booking stage of long term manufactured equipment.

"As a result of this work, the reconstruction term of these two refineries ends on December 2015 alongside the Atyrau refinery. By the end of 2015, with the completion of the reconstruction of these three refineries, we are going to provide the domestic market with 100 per cent of domestic fuels and lubricants meeting Euro-4 and Euro-5 standards," Mynbaev said.
