Regardless of personality of the OSCE Minsk Group co-chairs, progress can be achieved in the settlement of the Nagorno-Karabakh conflict, believes Ali Hasanov, head of the Azerbaijani Presidential Administration Socio-Political Department.
"Of course, role of personality is important in diplomatic relations. There were several cases that a particular position of the OSCE Minsk Group co-chair and diplomat interfered in diplomatic negotiations to enter the normal stage, or, on the contrary, accelerated the negotiation process," Hasanov told journalists on Sept. 30.
It is important that the OSCE Minsk Group co-chairs to know the essence and nuances of the conflict and, when taking a decision, to respect international law, maintaining his objectivity, said the department head.
Co-Chairs of the OSCE Minsk Group on the Karabakh settlement will arrive in the region on Oct. 1.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and 7 surrounding districts. Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. - are currently holding the peace negotiations.
