BAKU, Azerbaijan, October 31. Azerbaijan has introduced a new rule to facilitate communication for foreigners and stateless individuals with relevant authorities, Trend reports.
The regulation is reflected in an amendment to the Migration Code, which was discussed during today’s session of the Legal Policy and State Building Committee of the Azerbaijani Parliament.
Under the new rule, individuals held in detention centers will be able to submit appeals to various entities, including investigative bodies, prosecutors, courts, the Commissioner for Human Rights (Ombudsman) of the Republic of Azerbaijan, and the National Preventive Group. They may also address international organizations, such as the United Nations, the European Court of Human Rights, and other bodies concerned with the investigation of torture or inhumane treatment. Appeals must be sent within 1 day to the appropriate address.
Appeals submitted by foreigners and stateless persons held in the Centers, excluding those directed to state bodies (institutions) and officials specified in Article 88-3.1 of this Code, shall be forwarded to other state bodies (institutions) and officials within 24 hours.
These appeals, along with any responses, may be subject to censorship as outlined in Article 88-2.4 of this Code.
Copies of response letters received at the Center's address regarding appeals from foreigners and stateless persons must be provided within one day, while copies of telegrams shall be delivered immediately.
Foreigners and stateless persons held in the Center shall not be subject to prosecution for submitting an appeal.
