Chaired by President Abdullah Gul, members including Prime Minister Recep Tayyip Erdogan discussed resolving the long-standing Kurdish issue and securing the return of children abducted by the PKK in April.
An official statement said the ministers praised the reactions of the children's parents in staging sit-ins and demanding their release.
The council also debated the relentless advance of the ISIL in Iraq, kidnapping of Turkish consulate staff and lorry drivers in early June and pledged to support Iraq's territorial and political unity.
ISIL, backed by tribal fighters, has been advancing in Iraq's north and west since its seizure of the Mosul city on June 10.
The impact of the three-year civil war in Syria was also discussed by the council.
