Energy supply to be ceased to monopolist in Azerbaijani water supply

Sumqayitelectricshebeke JSC (distribution and sale of energy power in Sumqayit) again ceases energy power of Azersu JSC (sale and distribution of drinkable water) in Azerbaijan because of accounts receivable (in the amount of 47 million manat), Head of Sumqayitelectricshebeke's press service Anar Guliyev said.

Sumqayitelectricshebeke faced big financial problems because of Azersu's unpaid backlog of debts.

Energy supply will be completely ceased on Feb. 16 at 15:00 Baku time.

"We agreed upon increasing of payment earlier in December. But payment reduced again in January 2009.

Azersu does not follow an agreement and we have to act this way, Guliyev said.

Azersu paid 44 percent (400,000 manat of total debt in the amount of 910,000 manat) to Sumqayitelectricshebeke for used electric power in January. Sumqayitelectricshebeke ceased Azersu's electric power for several hours in December 2008. Energy supply was also ceased in May 2008 for several days.

Azersu can pay only 30-40 percent for used energy power because of financial problems, Guliyev said.

The companies have agreed that Azersu will increase monthly payment twice (roughly 60-80 percent) after cessation of energy power in December 2008. Azersu paid roughly 82 percent (about 794,000 manat of 970,000 manat) for used energy power in January. "We have not told yet about payment of backlog of accounts receivable. But they must pay even for 80 percent of used energy power," Guliyev said.

Azersu employees hardly gave any instant comments.

From Oct. 1, 2002 to Jan. 31, 2009 Azersu's accounts receivable to Sumqayitelectricshebeke JSC totals more than 47 million manat. In 2007 Azersu has not paid more than 12 million manat for used electric power, in 2008 - roughly nine million manat. The accounts receivable totals 510,000 manat for January 2009.
