EAEU countries to jointly trace goods imported from third-party countries

Agreement on the mechanism of traceability of goods imported into the customs territory of the Eurasian Economic Union (EAEU) is currently in the process of being ratified in member parties of the EAEU, a representative of Eurasian Economic Commission told Trend.

The official said that originally the agreement was signed at a meeting of the Supreme Eurasian Economic Council in Nur Sultan, held on May 29, 2019. The agreement was signed by the heads of state of the Eurasian Economic Union (EAEU).

“The agreement is intended to provide confirmation of the legality of goods circulation when they are moving across the territory of the member states and to create conditions that exclude the use of various schemes for evading customs and tax payments,” the official said.

The official emphasized that the agreement does not apply to all goods, but only to those imported from third countries, i.e. not member countries of the EAEU, and which are included in the list approved by the Council of the Eurasian Economic Commission.

Talking ways for mechanism introduction the official said that each member state is to establish a national traceability system, which will include information on goods and operations related to their turnover.

“Then, when goods are moved between the member states, information from the national system of the exporting country will be transferred to the national systems of the states through transit countries, and to the countries of destination using the EAEU’s integrated information system,” the official said.

The traceability mechanism is planned to be implemented in two stages: firstly, a pilot project will be implemented, and secondly the mechanism will begin to work on an ongoing basis by decision of the heads of government of the EAEU.

The official said that the project is currently in the process of being ratified by each member state. The pilot project is to be launched a year after the ratification process is completed.
