The Kazakh Oil and Gas Ministry's agenda does not include new oil refinery construction, the Ministry's press-service told Trend over phone on Tuesday.

According to the press-service, currently Kazakhstan aims to modernize three existing oil refineries and does not develop a plan on new oil refinery construction.

Modernization of Atyrau, Pavlodar and Shymkent refineries in Kazakhstan is scheduled to complete in 2015.

According to the Oil Ministry's press-service, the issue of the new refinery construction can be raised only following completing of the existing refineries modernization.

"Then, depending on the market demand, we will make the decision on new refinery construction," the press-service said.

Meanwhile, according to the press-service, new oil refinery can be built earlier if any private investors finance the construction.

"Our laws do not prohibit oil refinery construction. If any company wants to build a refinery, they can do it. But this company will have to ensure oil supplies to this refinery by itself," the press-service said.

According to the press-service, earlier some regions raised the initiatives on construction of new refineries. But such plans were halted due difficulties in oil supplies issue.
