Draft project on introduction of compulsory insurance of doctors' professional responsibility in Azerbaijan will be prepared within a month

Draft project on introduction of compulsory insurance of doctors' professional responsibility in Azerbaijan will be prepared within a month, Azerbaijan Insurers Association (AIA) Chairman Mustafa Abbasbayli said in an interview with Trend.

"We have studied experience of many countries, and we already have draft laws and terms. Our proposals are almost ready for submission to the supervisory authority and the Azerbaijani government. I think that within a month we will complete all work and submit our proposals to the relevant structures," Abbasbeyli said.

He emphasized that this project is aimed not only at developing the insurance market of Azerbaijan, but also has a significant social component.

"Our main goal is not so much to ensure growth of the insurance market, but the social component. Even in the most developed countries, a large number of victims of a medical mistakes can be recorded every year. Therefore, through the introduction of compulsory insurance of doctors' professional responsibility, we want to expand the market, as well as to ensure payment of compensation for victims," he said.

The Association intends to turns the insurance of medical workers' professional responsibility in Azerbaijan into mandatory. The application of this mechanism is planned to be launched in private clinics.

Commenting on this, Abbasbeyli noted that the phased introduction of compulsory insurance is linked with the fact that state medical institutions are funded from the state budget.

"If we begin the process in a month, then we will not be able to work with the state institutions before early 2019 as no funds are stipulated in the state budget for this insurance. Therefore, today we are discussing the introduction of this type of insurance in private clinics, and then in state institutions, " he noted.

Presently, insurance of professional responsibility in Azerbaijan is carried out on a voluntary basis.

According to the data of Azerbaijan’s Financial Market Supervisory Authority (FIMSA), fees for this type of insurance amounted to 847,600 manats in the first quarter of 2018.

No payment for this type of insurance was carried out in the first quarter of 2018.
