The report said the bomb exploded next to a police barracks.
Beforehand, however, a caller identifying himself as a member of the underground Basque separatist organisation ETA called in to give a warning. The attack took place in the city of Calahorra, some 300 kilometres north of the capital Madrid.
Police sealed off the area around the explosion site, amid fears that a second bomb may have been planted.
