Ukrainian Parliament adopts law on impeachment procedure of president

Ukraine, Kiev, Jan. 16 / Trend corr Z. Novsvitskiy / On Jan.15, the Ukrainian Parliament adopted the laws on temporary investigation commissions, special temporary investigation commission and temporary special commissions of the Supreme Rada of Ukraine, which describe the impeachment procedure of the president.

The decision was supported by 408 national MPs out of 433 registered in the hole. Almost the whole staff of fractions Parties of Regions, Bloc of Yulia Timoshenko, Communist parties and Bloc of Litvin voted for the decision and 36 MPs of the fraction Our Ukraine- National Self-Defense.  

The current law envisages especially features of activity of the special temporary investigation commission which will engage with investigations on high treason or other crime cases of the Ukrainian president. The law also envisages that the statement signed by the majority of Ukrainian national MPs of the constitution staff of the Supreme Rada, signs of which can't be withdrawn, is the basis for initiating an issue on dismissal of the head of state with impeachment and formation of the special commission of inquiry.       

This statement should include a legal ground for necessity to form this commissions which display facts for high treason or other crimes of the Ukrainian president.

The law includes that the Supreme Rada, due to majority of votes of the national MPs of his constitution staff, makes a decision to initiate an issue on dismissal of the Ukrainian president in accordance with impeachment and put it on the agenda of the session as an urgent issue.

In accordance with the law, the commission is authorized to listen to the Ukrainian president and his attorney.

The law also envisages choosing a special prosecutor and special investigator. The law includes their authority and candidature requirements.  

According to the law, issues on conclusions and proposals of the special commission are put on the agenda of the plenary sessions without any vote and are regarded as urgent.
