The Kazakh government has approved the rules regulating the projects on new main pipelines construction, Kazinform reported.
According to the new rules, the entity, planning to construct new main pipeline, should submit the feasibility study of the project to the authorized body and the authorized body should made a decision on approval or disapproval of the project feasibility study within thirty calendar days from the date of its receiving.
The approval of the project depends on presence of the resource base for the project according to the approved oil production and distribution in Kazakhstan and on the pipeline routes taking into account natural features of the area, the location of settlements, transportation links and communications.
If the feasibility study of the new pipeline does not meet the established requirements, the authorized body should notify the applicant on refusal by explaining the reasons within three working days.
If the feasibility study of the new pipeline meets the established requirements, the authorized body approves the feasibility study within three working days.
Following approval of the feasibility study of the project on new main pipeline construction, the concerned entity submits the draft project to the authorized body.
The authorized body approves or rejects the draft project within thirty calendar days.
If the project's feasibility study has not been approved by the authorized body or the authorized body on architecture, urban planning and construction does not make a positive decision of the state commission for the pipeline project, the authorized body rejects the pipeline draft project.
If the pipeline draft project is disapproved, the authorized body notifies the applicant on refusal by explaining the reasons within three working days.
Following removing of failure causes, the concerned entity could submit the documents for re-examination. In this case the documents will be under examination within fifteen working days.
If the existing problems have been resolved, the authorized body approves the project on new main pipeline construction.
