Afghanistan's Independent Election Commission announced Wednesday the names of 249 preliminary winners in the September 18 parliamentary elections, which were marred by widespread fraud and Taliban attacks.

Afghanistan's Independent Election Commission announced Wednesday the names of 249 preliminary winners in the September 18 parliamentary elections, which were marred by widespread fraud and Taliban attacks, DPA reported.

"This is a preliminary list; it might change once the final and verified list is announced," said Fazel Ahmad Manawi, chairman of the IEC, the body responsible for running the polls.

More than 4,600 complaints have been lodged by observers, voters and candidates with the Electoral Complaints Commission, a UN-backed body currently sifting through the allegations before the final results are announced.

More than 2,500 candidates vied for 249 lower house seats in the elections.

Manawi said 69 female candidates also won seats according to the preliminary list, one more than the number of seats for women guaranteed by the constitution.
