The so-called Winter Boulevard will be constructed in Baku, head of the International Relations and Information Department at the State Committee on Architecture and Town Planning Jahangir Gojayev said on Jan. 26.
According to the plan adopted in 1985, the boulevard will stretch from the Baku Railway Station to the National Academic and Drama Theater.
"The concept of the boulevard is to provide cover from wind," Gojayev said. "Baku is the 'Windy City.' The boulevard by the sea is unpleasant during the coldest parts of the year. But there is almost no wind in this part of Baku [where the new boulevard will be constructed]."
The committee has announced plans to launch construction and is waiting for proposals from architects.
"It is too early to talk about the term and cost of the project. But I think construction will begin in a couple of years."
