Draft Uzbek presidential decree “On Action Strategy for Further Development of Uzbekistan” has been published for discussion at the country’s Single Portal of interactive state services.
The purpose of the strategy designed for 2017-2021 is a radical increase of efficiency of the ongoing reforms, creation of conditions to ensure comprehensive and accelerated development of the Uzbek state and society.
The strategy includes five priority areas, and the first one envisages improvement of state and social construction aimed at further strengthening the role of the Uzbek parliament in intensification of democratic reforms and modernization of the country, development of the institutional framework of the state administration, reduction of state regulation of the economy, implementation of public control mechanisms, as well as strengthening the role of civil society institutions and the media.
Within the framework of ensuring the rule of law and reformation of the Uzbek judicial system, it is proposed to strengthen the genuine independence of the judicial power and the guarantee of protection of the rights and freedoms of the country’s citizens, improve the citizens’ access to justice, improve the system of counteraction to crime and crime prevention, implement the principle of adversarial litigation.
In the direction of development and liberalization of the Uzbek economy, it is planned to take measures to improve its competitiveness and openness, enhance freedom of economic activity, strengthen macroeconomic stability and maintain the paces of economic growth.
It is also planned to take measures regarding the modernization and active diversification of the leading sectors of the Uzbek economy, fundamental reformation of the financial and banking sector of the country, all-round protection of private property and entrepreneurship, expansion of foreign economic relations, active attraction of foreign investments, effective development of tourism, implementation of structural reforms in agriculture.
The main directions of the Uzbek development also include the development of the country’s social sphere, including the gradual increase in wages, pensions and benefits, effective settlement of the employment issues, provision of citizens with affordable modern housing, modernization of housing management and utilities, social infrastructure facilities, improving the system of public social protection and health care, the sphere of education and science, state youth policy.
Ensuring security, inter-ethnic harmony and religious tolerance, implementation of balanced, mutually beneficial and constructive foreign policy aimed at strengthening the independence and sovereignty of the state, creation of a security belt around Uzbekistan, stability and good neighborly relations, promotion of a positive image of the country abroad is also the most important direction of the strategy.
