No special presidential election to be held in Kyrgyzstan

Despite the demands of the opposition, no special presidential election will be held in Kyrgyzstan. This contradicts the country's legislation, experts said.

"Special presidential election will violate the legislation," Kyrgyz political scientist Jolbors Jorobekov said to Trend .

The United People's Movement (UPM), where almost all opposition parties of the country united Feb.24, sent an open letter to President Kurmanbek Bakiyev. The Movements proposes the President to resign from the office voluntarily, the Fergana Ru. Website said.

UPM intends to seek an early resignation of President Bakiyev, forming a coalition government and adoption of a new constitution.

UPM explains its demand for President's early resignation with Bakiyev was not able to become a guarantor of the Constitution, rights and freedoms of citizens, and the country appeared in a dire economic situation during his presidency.

However, experts see that no special presidential election will take place in the country.

In abroad, including in Russia and some European countries opposition did not go beyond the Constitution and implementing impeachment or removal from office of the president only in extreme cases.

According to Kyrgyz political scientist Mars Sariyev, President Bakiyev by making personnel changes in the country, improving management system, "implements opposition's major demand and he has a right to retain his office."

Since early 2009, Bakiyev dismissed the chief-of-staff of Kyrgyz government, head of the presidential administration, vice premier, two deputy interior ministers, education and science minister, deputy head of the presidential administration, director of the foreign policy department of the presidential administration, director of the organized business and policy of the department of the public management of the presidential administration and major of Osh city within the personnel rearrangement.  

Doctor of political sciences Jorobekov said that the presidential election will be held in 2010 in accordance with the Constitution.

According to another political scientist Iskhak Masaliyev no reason exists for special elections.

"In accordance with the Constitution, presidential election can be launched only after the current president's tenure expires," leader of MP fraction of communists of Kyrgyzstan Masaliyev told Trend .

It is not first time that the Kyrgyz opposition demands the dismissal of the president. In 2005, the opposition grasped the power in the country right after the parliamentary elections were announced illegal. After some time, Kyrgyz President Askar Akayev signed a statement on dismissal after negotiating with the opposition's representatives. One of the opposition leaders Kurmanbek Bakiyev became a new president in the aftermath of urgent elections. This, however, didn't lead to the normalization of life in the country.

Jorobekov considers that nothing will change now even if Bakiyev will retire from the post.
