BAKU, Azerbaijan, September 4. President of COP29 Mukhtar Babayev has delivered a speech at the third meeting of the Santiago Network Advisory Board, which plays a crucial role in preventing, minimizing, and addressing the loss and damage associated with the adverse effects of climate change, Trend reports via the COP29 website.

"It is time to fully operationalize the Santiago Network so that it can start addressing requests for technical assistance and meet the urgent and growing needs of those particularly vulnerable to the adverse effects of climate change as soon as possible," the website said, citing Babayev.

The website emphasized that demonstrating tangible results ahead of COP29 will be a powerful support for those in need of assistance.

The Santiago Network is one of the UN's climate tools. It was established in December 2019 at COP25 in Madrid.

Its goal is to facilitate the effective consideration of a wide range of issues related to preventing, minimizing, and addressing loss and damage in areas reflected in the UN Paris Agreement on climate change.

This November, Azerbaijan will host COP29. This decision was made at the COP28 plenary meeting held in Dubai on December 11 last year. Baku will become the center of the world and will receive about 70–80,000 foreign guests.

The United Nations Framework Convention on Climate Change is an agreement signed at the Earth Summit in Rio de Janeiro in June 1992 to prevent dangerous human interference with the climate system. COP—the Conference of the Parties—is the highest legislative body overseeing the implementation of the Framework Convention on Climate Change. There are 198 countries that are parties to the Convention. Unless the parties agree otherwise, the COP is held annually. The first COP event took place in March 1995 in Germany's Berlin with its secretariat in Bonn.
