BAKU, Azerbaijan, November 13. COP29 is hosting the "Troika High-level Dialogue: Our Roadmap to Mission 1.5 towards a future of shared prosperity", Trend reports.
COP29 President-Designate Mukhtar Babayev said that Azerbaijan’s presidency at COP29 is focused on advancing climate action, ensuring not only the achievement of the goals set by the Paris Agreement but also accelerating their implementation.
The message was read by the Deputy Minister of Foreign Affairs of the Republic of Azerbaijan and Chief Negotiator of COP29 Yalcin Rafiyev.
"In unity, as the leaders of COP28, COP29, and COP30, we are committed to leading the global response to the urgent issue of climate change. Taking the COP29 presidency is both a privilege and a significant responsibility for all our countries. Our vision is ambitious, fair, and honest; it is based on the pressing need for decisive action. Azerbaijan has declared 2024 the Year of Solidarity for a Green World, reflecting our firm belief that global challenges can only be overcome through joint efforts and support for the mission. Solidarity is not just a declaration; it is a guiding principle for us. Azerbaijan’s presidency at COP29 is focused on advancing climate action, ensuring not only the achievement of the Paris Agreement goals but also accelerating their realization.
We recognize the need to enhance national contributions to development and ensure their full implementation. One of our main strategic steps is to accelerate the implementation of Nationally Determined Contributions (NDCs). We must deepen our vision of commitments and transform them into concrete policies and actions. Supporting the specific goals of countries with limited capabilities in developing and implementing their NDCs is critically important," the message said.
Brazil’s Minister of Environment and Climate Change Marina Silva noted that Brazil hopes that a concrete decision on climate finance will be one of the main outcomes of COP29.
“The consensus reached in the UAE established the Troika as a tool for developing the roadmap to Mission 1.5. Our main goal is to strengthen international cooperation and raise ambitions in the next round of Nationally Determined Contributions (NDCs), while ensuring that the targets for limiting global warming to 1.5 degrees Celsius remain achievable and strengthening global resilience. The reality of the climate emergency is felt on every continent. It is crucial to urgently raise ambitions, particularly among the world’s largest sources of emissions, and mobilize the necessary resources to implement them.
However, we need more funding, we need access to technologies, and we urge developed countries to support climate action in developing countries. The fight against climate change must go hand in hand with the fight against inequality and poverty. Climate finance, in particular, must be increased and made available for a just transition to a new cycle of prosperity in our societies. We hope that a concrete decision on this issue will be one of the main outcomes of COP29,” Silva said.
The deputy director general of COP28 Adnan Amin said that the three-year period between COP28 and COP30 will be crucial to whether we can achieve the goals of the Paris Agreement.
“I think it is worth remembering why the Troika was created. Clearly, this three-year period between COP28 and COP30 will be crucial to whether we can meet the goals of the Paris Agreement and achieve our North Star that we all agreed to in Dubai, namely, meeting the 1.5-degree target,” he said.
Deputy Foreign Minister of the Republic of Azerbaijan and COP29 Lead Negotiator Yalcin Rafiyev added that under the leadership of the Troika, we can pave the way to a future that is sustainable, equitable, and secure for all.
"The year began with the official launch of the Troika's vision and approach at the Climate Ministerial in Copenhagen. We successfully inclusively engaged all stakeholders, addressing every facet of climate action, with a particular focus on mitigation, just transition, adaptation, forestry, and climate finance. A key emphasis on Nationally Determined Contributions (NDCs) was evident through initiatives such as the Troika's NDC Incubation Workshops and informal OTS consultations at SD60 in Bonn, which were designed to deepen understanding of UN support for the development and implementation of NDCs," he said.
Rafiyev further stressed that the Troika has consistently sought to create synergies between global climate agendas, advancing both ambitions and financial mechanisms, while overcoming critical implementation challenges and strengthening the climate resilience of developing countries.
"The path forward is clear, though not without difficulties. We must turn our ambitions into actions, and commitments into tangible outcomes. I am confident that under the Trio's leadership, we can pave the way to a future that is sustainable, equitable, and secure for all. Members of the Trio can unite to support key initiatives that prioritize global climate financing and transparency. By supporting each other’s climate goals, we can create a strong and meaningful agenda for future challenges.
Today, we reflect on the progress made, share views on upcoming challenges, and reaffirm our commitments. We strive to create a space for open dialogue, constructive reflections, and a shared vision as we move through this crucial decade in the fight for climate action," the official added.
