Russia's talks with the Kyrgyzstan government on possible opening of the Russian Federation's base in the south of the country could become a field for negotiations between Russia and Uzbekistan, Kyrgyz expert Nur Omarov said.
During informal summit of the Collective Security Treaty Organization (CSTO), which took place in Kyrgyzstan in the end of last week, Russia and Kyrgyzstan signed a memorandum on further development and improvement of bilateral legal framework regulating the presence of Russian troops on the territory of Kyrgyzstan and the deployment of additional Russian military contingent on the territory of Kyrgyzstan.
According to it, there are plans to deploy a military facility, which is likely to be a training base in southern Kyrgyzstan.
"Conducting negotiations on possible opening of the base in southern Kyrgyzstan, Russia creates a framework for negotiations on the establishment of the same collective rapid reaction forces of the CSTO with Uzbekistan as well," the doctor of historical sciences Omarov told Trend by telephone from Bishkek.
Uzbekistan opposed against the creation of a new Russian base in the south of Kyrgyzstan.
The reaction of Uzbekistan was expected, the expert said.
According to Omarov, Uzbekistan carefully approaches all sorts of relations between Russia and Kyrgyzstan, waiting for a dirty trick from this.
Creating this kind of base on the territory of southern Kyrgyzstan is some kind of reservation, it will allow Kyrgyzstan to take a position of a strong and active geopolitical player in the region, said political scientist, but Uzbekistan is not interested in it.
Tashkent extremely carefully approaches the strengthening of Kyrgyzstan's military capabilities, Omarov said, even if not strengthening of Kyrgyzstan itself, but the efforts that its allies, including Russia, make.
"Probably here there is some multi-combination from Moscow, designed to further tie Uzbekistan to itself and bring it to the zone of its influence," Omarov said.
He said that the experts have sceptic attention towards establishing this kind of base in the south of Kyrgyzstan.
Creating this kind of base is a purely political way and at the same time, is an economic step of Kyrgyzstan, said the expert.
"Over recent period, the entire foreign policy of Kyrgyzstan is determined by how much the country can earn from various sorts of agreements, said Omarov.
The decision to open the base is absolutely pointless and will not bring the expected dividends from any sides.
